Insuring New Contractor Participation In Task Order Competitions • Project manager will invite contractors new to the business line for TOCs • Project manager and team leader will attempt to ensure that each TOC will include at least one contractor new to the business line
Insuring Participation of All Contractors In Task Order Competitions • Project manager will conduct research to insure sound contractor selections are made for TOCs • Project manager may consult past performance section of proposals and other sources • Each contractor must provide a web site featuring TMA-related project information. The contractor web site will be one of the primary methods for selecting contractors for TOC inclusion
Insuring Participation of All Contractors In Task Order Competitions (cont’d) • TMA is developing a database of contractor past performance • Contractors will be asked to submit project briefs of past performance • Submissions may include projects other than those described in the contractor’s proposal
Exceptions to Task Order Competitions • Direct awards for 8a firms • White Papers • TMA will consider requests for sole-source awards based on FAR exceptions to competition • Requests are reviewed by OPM’s Contracting Office
Competitions With an Incumbent • Customers may bring business formerly conducted under another contract vehicle to TMA for re-competition • Contractors invited to participate in a TOC will be told if the competition includes an incumbent contractor
Follow-On Awards • Awarded initial work through a TOC • Met or exceeded standards for performance on initial work Performance-based acquisition allows TMA to award follow-on work to contractors who meet the following criteria:
