Imported grain to feed the poor Improved government by appointing a proconsul or governor for each of the provinces to help rule. Reformed the tax system by making tax collectors permanent government workers instead of tax collectors paying the government to work. Reformed the legal system by creating a set of laws for people in the provinces who were not citizens. What Did Augustus Achieve?
