Executive Agencies set up by the Commission • Existing Agencies: • Intelligent Energy (DG: TREN) • Public Health (DG: SANCO) • Education, Audiovisual and Culture (DGs: EAC and INFSO) • Agencies under consideration: • Trans-European Transport Networks (DG TREN) • Research Budget (DG RTD + research DGs) • Competitiveness and Innovation Framework Programme (DG ENTR + other involved DGs) • “Fundamental rights and justice” & “Solidarity and management of migration flows” (DG JLS) • TAIEX (DG ELARG) • Crises response operations (DG RELEX)

Objectives of setting up the Agency • Commission strategy: • Replacing private bodies by public bodies • Separating political/legislative tasks and management tasks • Entrusting programmes to a well-resourced, specialised body • Enhancing programme management and service to beneficiaries • Staff stability (longer term contracts) • Synergies between programmes • Integrated work processes • On 14 January 2005 the Commission adopted Decision 2005/56/EC setting up the Education, Audiovisual and Culture Executive Agency

Agency Structure • Total staff: 296: • 63 seconded officials • 12 temporary agents • 221 contract agents • Organisation chart: • 8 operational units • 2 horizontal units • internal audit capability • Management bodies: • Director (4 year appointment by the Commission) • Steering Committee (2 year appointment by the Commission) • Two parent DGs of the Agency: DG EAC and DG INFSO

Management Tasks entrusted to the Agency as of 2006 • Drawing up calls for proposals • Project selection (in some cases the Commission adopts the selection decision) • Contracting projects • Financial management: • Operational budgets of programmes: > 300 Mio/year • Administrative budget: approx 34 Mio/year • Monitoring of projects (intermediate reports, final reports) • Communication and information with beneficiaries • On the spot controls • Annual work programme and activity report

Tasks remaining within the Commission • Management of certain programme strands • Annual work programmes in the fields of education, audiovisual and culture • Political and budgetary priority-setting • Programme evaluation and information • Supervision of the agency • Chairing programme committees (the role of the committees remains unchanged) • In certain cases: adoption of the project selection
