The role of the Scottish Parliament • The Scottish Parliament is the lawmaking body in Scotland for devolved matters. It is made up of all 129 Members of the Scottish Parliament (MSPs). MSPs debate matters of importance to the people of Scotland, consider and vote on legislation and hold the Scottish Government to account. • The Scottish Parliament is staffed by public servants, not civil servants. They serve the Parliament as a whole and must remain politically impartial.

Functions of committees Scrutinise and hold to account the Scottish Government and public bodies Inquire into subjects within remit Examine legislation, including bills and subordinate legislation Examine the Scottish Government budget and expenditure Specific role in Stages 1 and 2 of bills Can initiate legislation Consider petitions that have been submitted by members of the public and groups who wish to raise an issue.
