  3. Background • Desire to have a collaborative approach across Scotland • Idea approved by CMO (June 2005) • Progressed by steering group of DsPH • Preliminary work – consultation and visits

  4. Consultation results • The network must: • bring added value • avoid duplication • link with existing networks • facilitate information exchange • advise on functions and ways of working • promote and raise profile of PH agenda

  5. Previous visits to NHS Boards Suggestions: • Undertake work at strategic and operational levels • High quality website / discussion / share work • Regional events – discuss recommendations • Support personnel to undertake projects • Good links with academic departments • Public involvement • Ability to learn from others / implementation of changes / what did and did not work • Mechanism to agree and prioritise projects

  6. So what happened next?

  7. ScotPHN • Launched November 2006 • National network to drive forward the public health agenda • Accountable to the Directors of Public Health • Hosted by NHS Health Scotland

ScotPHN - Remit • Undertake prioritised national pieces of work where there is a clearly identified need • Facilitate information exchange between public health practitioners, link with other networks and share learning. • Create effective communication amongst professionals and the public to allow efficient co-ordination of public health activity.

Infrastructure • Lead Consultant – Phil Mackie (NHS Health Scotland / NHS Lothian) • Network Co-ordinator – Ann Conacher (NHS Health Scotland) • Professional Support – Julie McGahan (NHS Health Scotland)- (Joint post with Directors of Public Health Group) • Steering Group – Chair - Drew Walker (Director of Public Health, NHS Tayside) • Stakeholder Group – Chair – Colwyn Jones (Consultant in Dental Public Health, NHS Lothian) Researcher will be recruited in next few months.

  10. How does ScotPHN work? • Bring people together / facilitate communication • 6 month projects of common interest / value / national importance • Tight project management • Lead author and project working group (including chair) Philisophy – be flexible, be timeous, be inclusive

  12. Communication • Website (www.healthscotland.com/scotphn) • Elibrary • Newletters • Visits to NHS Boards • Events – regional workshops and CPD • Meetings • Technology Aim: to raise awareness of ScotPHN and increase participation; share project findings

  13. Documentation Project: • Selection criteria and prioritisation • Partnership agreement • Review of output • Methodology Aim: to form the basis of a quality system.

Self-audit of ScotPHN Purpose: to establish if ScotPHN has achieved its initial aims • Framework – Donabedian - Structure, Process and Outcomes • Standards – consultation; work plan 06-07 • Scoring developed from NHS QIS Results: • Much done in developing a structure and process • Given short time scale, are still to meet some outcomes • It will take time to develop roll-out of national policy, facilitate information exchange, advise on ways of working and establish a culture of collaboration

Scottish Obesity Action Resource (SOAR) • Nutrition Communications – Carrie Ruxton, Independent Nutrition Consultant • Working Group chaired by Sarah Taylor, DPH, NHS Shetland • Purpose - To create an accessible resource that will help stimulate action across Scotland to improve the treatment and prevention of obesity. • Local and national reports – Launched November 07

Scottish Obesity Action Resource (SOAR) • Looked at range of prevention and treatment services available across all NHS Board and Local Authority areas in Scotland • Questionnaires to GPs and Community Pharmacists • Available strategies and policy documents • Examples of good practice • Influence locally and nationally

Neurosurgery Needs Assessment • Lead author – Graham Foster, CPHM, NHS Forth Valley • Working Group – Chair – Harpreet Kohli, Medical Advisor, NHS Quality Improvement Scotland • Aim - To assess the needs for adult neurosurgical services of the Scottish population over the next 10 years and make recommendations to the Neurosciences Implementation Group. • Submission of report to Neurosciences Implementation Group – Published December 2007

  19. Chronic Fatigue Syndrome/ Myalgic Encephalomyelitis • Needs assessment of services for people with CFS / ME. • Lead author - Phil Mackie • chair of project group - Derek Cox, DPH, NHS Dumfries and Galloway. • Project on-going.

  20. HIV Services Needs Assessment • Lead author – Cathy Johnman, Specialist Registrar • Project Working Group – Chair is John Logan, CPHM, NHS Lanarkshire • Project start – February 2008 (Pre-project work on-going) • Aim: To assess the shape of services which NHS Scotland will need to provide in future for patients with HIV / AIDS.

  21. Prison / Criminal Justice Service • A project on mental health patient pathways will be undertaken. • Project will be undertaken by two lead authors. • Project group chair – Andrew Fraser, Director of Health and Care, Scottish Prison Service.
