MACHINERY OF GOVERNMENT • Executive : • Though President is Head of the Constitution, the real power is vested in Council of Ministers • There shall be Council of Ministers headed by Prime Minister to aid & advise the President • The Council of Ministers will be responsible to the House of People • Ministers are chosen from the representatives of the people who are members of legislature
MACHINERY OF GOVERNMENT • Judiciary • Advices President of India in judicial matters • It is independent & impartial body • Settle disputes between Centre & State • Supreme Court of India is the highest & final interpreter of general law of the country • It is the higher court of appeal in civil and criminal matters • There will be sub-ordinate courts working at State/Dist/Taluk level
MACHINERY OF GOVERNMENT • Council of Ministers: • Prime Minister • Cabinet Ministers • Ministers of State • Deputy Ministers Responsible for shaping the overall policies of the Government
Ministry or Department • Department responsible for formulation of policies of government and review of policies • For efficient disposal of business, department divided into wings, divisions, branches and sections • Normally Department is headed by a Secretary, who acts as administrative head of department & principal adviser of Minister • Work in a Department is divided into wings with Special Secretary/Additional Secretary/Joint Secretary in charge of each wing
Ministry or Department • Such functionary vested with independent functioning & responsibility in respect of business falling within his wing • A wing normally comprises a number of divisions, each functioning with a Special Secretary/Additional Secretary/Joint Secretary. • A division may have several branches each under charge of an Under Secretary or equivalent officer
Ministry or Department • A section generally the lowest organisional unit in a Department with well defined area of work • Section consists of assistants and clerks supervised by Section Officer
Functions of various levels functionaries • Secretary: • Administrative Head of the Department • Principal adviser to the Minister • Secretary/Additional Secretary/joint Secretary: • Created when volume of work exceeds the managable charge of a Secretary • Entrusted with independent functioning & responsibility • Director/Deputy Secretary: • Officer in-charge of a Secretariat Division • Responsible for disposal of Govt. business dealt within the Division
Functions various level functionaries • Under Secretary: • In-charge of branch consisting of two or more sections • Exercise control in despatch of business & maintenance of discipline • As Branch officer, disposes many cases at his level but takes orders of Deputy Secretary or higher officers on important cases
Functions of various level functionaries • Section Officer: • General Duties: • Distribution of work among staff • Training, helping & advising the staff • Management & co-ordination of the work • Maintenance of order & discipline in the section • Maintenance of list of residential address of staff • Responsibilities relating to Dak: • Go through the receipts • Submit receipts which should be seen by Branch Officer or higher officers at the dak stage • Keep watch on any hold-up in the movement of dak • Scrutiny the section diary once a week
Functions various level functionaries • Section Officer: • Responsibilities relating issue of draft: • All corrections have been made in the draft before it is marked for issue • Indicate no. of spare copies required • Check whether all enclosures attached • Indicate priority marking • Indicate mode of dispatch
Functions of various level functionaries • Section Officer Responsibility: • Efficient & expeditious disposal of work: • Keep note of important receipts • Ensure timely submission of arrears and returns • Inspection of Assistants’ table to ensure that no paper is overlooked • Ensure that cases are not held-up at any stage • Go through list of periodical returns every week & take suitable action
Functions of various level functionaries • Section Officer: • Independent disposal of cases: • Issuing reminders • Obtaining or supplying factual information of non-classified nature • Any other action which a Section Officer is authorised to take independently
Functions of various levels of functionaries • Section Officer: • Duties in respect of recording and indexing: • Approve recording of files and their classification • Review recorded file before destruction • Order & Supervise periodic weeding of unwanted spare copies • Ensuring proper maintenance of registers required to be maintained in the section • Ensure proper maintenance of reference books, Office Orders etc. & keep them up-date • Ensure neatness & tidiness in the Section • Dealing with important complicated cases himself • Ensure strict compliance with Departmental Security Instructions
Functions of various level functionaries • Assistants: • Work under orders & supervision of Section Officer & responsible for work entrusted • If line of action is clear, put-up draft without much noting • In other cases put-up note keeping following points: • See whether all the facts open to check have been correctly stated • Point out any mistakes or incorrect statement of facts • Draw attention, where necessary, to precedents or Rules &Regulations • Bring out clearly the question under consideration and suggest a course of action
Information and Facilitation Counters • Information regarding services provided by organisation • Relevant rules and procedures through brochures, folders etc. • Facilitating customers to get services of organisation optimally, timely, efficiently & in a transparent manner • Information regarding standards of quality of service, time norms, etc. evolved by organisation • Information regarding hierarchical set up of Public Grievance Redress Machinery of organisation • Receiving, acknowledging & forwarding the grievances/application/request/form to the concerned authority
