Working Women Hostel: An Overview • To provide safe, secure and suitable accommodation to working women at a reasonable rate. - The scheme provides assistance for construction of new hostel buildings, expansion of existing hostel buildings and for running hostels in rented premises. • Working women: may be single, widowed, divorced, separated, married but whose husband or immediate family does not reside in the same city/area. • Particular preference to women from disadvantaged sections • Women who are being trained for employment also entitled to seek accommodation • 887 hostels have been sanctioned so far with a capacity of around 65000 inmates across the country. • Completion reports of 180 hostels not received.

Revision of Scheme in 2009 • Financial assistance for construction grant only on public land. • Assistance also available for hostels in rented premises. • Grant for maintenance of hostel building as well as its furnishings • Income Limit for admission in the hostel enhanced from the present limit of Rs.15000-16000. • Area norms for hostel building has been revised • Eligibility : • Panchayati Raj Institutions, Cantonment Boards, Corporate Houses have also been added to the list of eligible organisations • State WCD Departments also eligible

Key issues to be addressed with support from State Governments • Needs based assessment for exact requirement of hostels – identifying suitable location • Earmark of public land for working women’s hostels • Encourage suitable organisations to avail the scheme • Close monitoring and functioning of existing hostels • Report awaited from States/UTs in respect of incomplete hostel projects. Recovery against mis-utilization (CAG para) • Report regarding working women hostel reportedly hired out to other agencies / other purposes by certain State Govts. awaited from Jharkhand, Bihar, Assam, Kerala, Manipur, Meghalaya, Nagaland and Uttar Pradesh (Parliamentary Assurance)
