Objectives • Not to go over all the stuff in the law • Understand the role of the SRC as identified in CFR 361.17 • Understand the partnership of the SRC and VR • Identify models for problem or issue resolution • Identify issues or problems to resolve • Develop plans to address these issues in partnership
The Functions of the SRC • Review, analyze, and advise the designated State unit regarding the performance of the State unit's responsibilities, particularly responsibilities related to— • Eligibility, including order of selection; • The extent, scope, and effectiveness of services provided; and • Functions performed by State agencies that affect or potentially affect the ability of individuals with disabilities in achieving employment outcomes
Responsibilities Continued • In partnership with the designated State unit— • Develop, agree to, and review State goals and priorities • Evaluate the effectiveness of the vocational rehabilitation program and submit reports of progress • How does this program evaluation get done now in Guam?
More Responsibilities • Advise the designated State agency and the designated State unit regarding activities carried out under the regulations • Assist in the preparation of the State plan and amendments to the plan, applications, reports, needs assessments, and evaluations
More Responsibilities • To the extent feasible, conduct a review and analysis of the effectiveness of, and consumer satisfaction with— • The functions performed by the designated State agency; • The vocational rehabilitation services provided by State agencies and other public and private entities responsible for providing vocational rehabilitation services to individuals with disabilities under the Act; and • The employment outcomes achieved by eligible individuals receiving services, including the availability of health and other employment benefits in connection with those employment outcomes
And More • Prepare and submit an annual report on the status of vocational rehabilitation programs operated within the State and make the report available to the public through appropriate modes of communication • To avoid duplication of efforts and enhance the number of individuals served, coordinate activities with the activities of other councils within the State (SILC, DOE,DD, DMH, etc.) • Provide for coordination and the establishment of working relationships between the designated State agency and the Statewide Independent Living Council and centers for independent living within the State
What are some issues or problems that need to be addressed in partnership by the SRC and DVR? • Internal and external data collection and communication in order to do program evaluation (Having data on the employment of people with disabilities in Guam so the SRC and VR can make informed decisions) • Measuring satisfaction with VR by other than consumers • Development of a resource directory for consumers • Increase employment opportunities, and especially increase federal or government hiring of people with disabilities in Guam • Outreach to community and establish programs to help provide services to consumers (development of a CRP or partnership with other agencies or organizations for service delivery) • Improve transition services in Guam
The Current Situation-What is the Issue or Problem? • What can you see that causes you to think there is a problem? • Where is it happening? • How is it happening? • When is it happening? • With whom is it happening? • Why is it happening? • Write a short description of the problem addressing each of these areas to present to the group
The Target • Describe what the situation will look like when the problem is solved • What will be different? • What will be the consequences or outcomes of achieving your target? • How will consumers of the VR program be affected in a positive way? • Please describe your target to the group
The Proposal • Identify at least 3 ways to solve the problem or issue • Choose the best option • What specific steps have to be taken? • Who are the individuals or groups responsible for the required actions or steps? Who is the main person responsible for the plan? • What are the specific timelines for completion of the steps? Develop a timeline. • What resources are needed and how will they be provided? • How will you evaluate your progress in achieving your goals and how often will this happen? • Present your proposal to the group
