  2. Goals for the Health Insurance Plan The Benefits Committee annually discusses changes to plan design and proposed rates against a background of key goals for the plans. These goals include: • Ensuring affordabilityof plans for employees of all income levels, with special attention to keeping the HMO, our most populated and least expensive plan, affordable. • Ensuring choice, so that networks are broad and there is access to out‐of‐network providers in some options. • Emphasizing preventative care, wellnessand healthy behavior (such as case management for chronic illnesses and zero copays for high blood pressure therapy, increasing copays for emergency room treatment in lieu of primary care, and providing an “employee clinic” at Baylor College of Medicine). • Keeping the plan financially sound for both employee and Rice (keeping generic drug costs low, driving business to urgent care vs. emergency rooms, encouraging participation in the lowest cost plan). • Keeping the plans equitable(making sure one plan is not unduly subsidizing the expenses of another plan).

Re-cap FY14-15 Fiscal Year 2014-2015 brought many changes: • Introduced new Memorial Hermann ACO plan (lower cost option to the HMO) • PPO plan became high deductible health plan (HDHP) w/option of Health Savings Account (HSA) • Plan design changes • Slight increase in office, Emergency Room, and Rx co-payments • Renewal increase of 6.8% for existing plans • Broader, nationwide networks • New Aetna Concierge Customer Service • Consolidated dental to one carrier (Aetna) with slight premium reduction

  5. Renewal FY15-16 Annual renewal is related to our populations claims experience – the greater the spend, the higher the rate increase. Other factors also include healthcare trend and fees (administrative, stop loss, ACA).

  8. Benefits 2015-2016 Fiscal Year 2015-2016 Benefits: • Same plan line up as last year • No plan design changes • Premium increase is 3% across the board Historical Increases FY11-12 12% FY12-13 6% FY13-14 4.5% FY14-15 6.8%

  10. Dental Dental • No premium increase for DMO. • PPO plan hits the 4.5% rate cap. • Premium subsidy will still be applied to those make 40k or less. • Reminder no Dental cards, print online!

Flexible Spending & Health Savings Accounts IRS increased the Medical Spending Account limit! • $2,550 for the MSA (increase of $50) • $5,000 for Dependent Care Account Health Savings Account (HSA) limits • $3,350 for self-only and $6,650 for family HSA • Age 55+ catch-up provision allows an additional $1,000 contribution ($4,350 or $7,650) Remember, you must re-enroll in these accounts each year!

Smart Benefits, Smart Choices Smart Choices Remember that changes in our plan premiums are related to our claims • Use generic prescriptions when possible • Utilize mail order prescription program for maintenance medications (three month supply for two co-pays & free shipping!) • Stay up-to-date on your annual preventive exams (helps maintain optimal health and prevent illness, diseases or other future health problems) • Designate a primary care physician (PCP) and establish a relationship • Call Aetna Concierge Customer Service 1-800-905-7670 • Understand when it is appropriate to use the Emergency Room - go if you need to but please know: • Call your PCP after hours number, if available • Urgent Care Clinics can treat minor emergencies • Add Aetna mobile web App to your smart phone (search network urgent care, walk-in clinics) • Baylor Express Care Center – offers same day appointments!

  17. Most Frequently Asked Question Question: If I don’t have any changes to make, do I have to complete my open enrollment? Answer: We encourage you to take time to review/look at your benefits elections each year ( i.e. smart benefits, making sure you are in the right plan for you) but you only need to complete open enrollment if you have changes to your benefit elections (medical, dental, life insurance, AD&D) or you wish to re-enroll in medical, dependent care or health savings accounts.
