The councils proposal… • Creating a single council is shaped by our commitment to: • a strong and growing economy; • strong families and communities; • self-sufficient and resilient local government; • using our commercial approach to invest back into our communities; and • efficient, effective services, offering value for money.
What did the government want to see? • Criteria • better local/public services; • significant cost savings; • greater value for money; • stronger and more accountable local leadership; and • sustainability in the medium to long term.
How does the government work? • Review of business case, sign off and consultation – “minded to” opinion • Development and approval of draft order • Draft order debated and parliamentary approval • Secondary legislation • Transfer of functions • Council Tax harmonisation • Affirmative Order
