PIT’s Experience • How and why? • PIT’s Experiences • Discovery • Advantages • Implementation SMS Pilot Program at PIT ACAA Training & Development
How? SMS Pilot Program at PIT ACAA Training & Development
Where do we Begin? • Sought out experts in the field • Begin formation of committees and vision groups to establish contacts for experts • Schedule meetings with established groups to begin a gap analysis SMS Pilot Program at PIT ACAA Training & Development
Why Participate in the Pilot Program? • Take a practical, no-nonsense approach to airfield safety • To improve current processes and procedures • To allow time to iron out any flaws once SRM and SMS are incorporated into current procedures • To have a Phasing Plan to work from SMS Pilot Program at PIT ACAA Training & Development 5
Why a Phased Implementation? • Can become a daunting task • Projects best broken down into smaller, manageable subcomponents • avoiding “cosmetic compliance” • The resulting SMS, complete and compliant in paper, but an empty shell overall • By providing a series of small, incremental and, most important, measurable steps, cosmetic compliance is discouraged. What are the Phases • Phase I – Planning SMS implementation • Phase II– Reactive safety management processes • Phase III – Proactive and predictive safety management processes • Phase IV– Operational safety assurance SMS Pilot Program at PIT ACAA Training & Development
PIT’s Experiences • Experts begin process of interviews and due diligence • Begin the Gap Analysis Process SMS Pilot Program at PIT ACAA Training & Development
Gap Analysis • Contains • Safety Policies & Objectives • Safety Organization • Safety Risk Management • Safety Assurance • Safety Promotion (Training) • Safety Promotion (Communications) SMS Pilot Program at PIT ACAA Training & Development
Why a Gap Analysis? • Identifies procedures, polices, documentation, and actions that the Authority needs to implement as part of its SMS that go beyond the current Part 139 requirements and current organizational policies and procedures SMS Pilot Program at PIT ACAA Training & Development
The SMS Manual • From the Gap Analysis the SMS Plan evolves • And at last…the Final SMS Manual for Pittsburgh International Airport PIT’s SMS Manual SMS Pilot Program at PIT ACAA Training & Development
SMS Manual • The SMS Manual becomes a working document • Contains the SMS policy and guidelines for all components of SMS SMS Pilot Program at PIT ACAA Training & Development
Management Implementation Plan • Defines a summarized plan to execute the SMS Manual and implementation plan • Provides action items and timelines SMS Pilot Program at PIT ACAA Training & Development
Advantages to Pilot Program • Helps maintain timeline for faster implementation • Provides unbiased feedback based on due-diligence • Provides gap analysis • Provides Management Implementation Plan to simplify phasing SMS Pilot Program at PIT ACAA Training & Development
Advantages to Pilot Program • Provides insight to costs associated with implementation • Provides insight to workforce and workload involved in implementation and continuation SMS Pilot Program at PIT ACAA Training & Development
Areas for Improvement • (…) Within the framework of an aerodrome SMS, the aerodrome management must oversee the activities of all the service providers, tenants, contractors and others to ensure the safest and most efficient performance of the aerodrome. • Given the complexity of the factors creating risk potential at aerodromes, the aerodrome management must coordinate the activities of the diverse stakeholders at an aerodrome – often with conflicting expectations and priorities. The sharing of a common focus among the stakeholders, most of whom are employees of agencies other than the aerodrome authority, needs to be fostered. In addition, resource commitments from the airlines and other service providers must be obtained. SMS Pilot Program at PIT ACAA Training & Development
Implementation at PIT • Beginning stages of phasing • Adopted SMS Policy and Program by board • Formed committees and chairpersons • Formed SMS structure • Began communications • Initial SMS awareness training SMS Pilot Program at PIT ACAA Training & Development
