BVSD - Flood Recovery Overview • BVSD incurred costs close to $4.8 Million • Closed all schools - 4 days • Crest View Elementary - closed for 12 days • Temporary facilities YMCA for a portion of students • Jamestown Elementary – Temporary facilities • Building okay - closed due to town infrastructure • 50 of 56 schools were affected • 25 minor – mostly roof leaks – ceiling tile • 17 moderate – site & building damage • 8 significant damage - site and buildings

BVSD - Flood Recovery To Date • 95% complete with restoration work, most completed by end of November 2013 • Remaining work • Landscaping, flooring, sewer line, stadium repairs, & creek bank stabilization • Working with FEMA, Flood Insurance, CSDSIP • Flood insurance for three of the worst hit sites • Crest View • Foothill • Boulder High • CSDSIP – Treated District as one event - $100k Deduct. • Coverage Order – Flood Insurance, CSDSIP, then hopefully FEMA covers the remaining.

  5. Crestview & Boulder Flood Recovery • Crest View Site & Building • Flooded 4 times from 9/11 – 9/16 by Four Mile Creek • 75% of building flooded – 49,225 Sq. Ft. • 58 rooms damaged • 80% of site flooded • Boulder High sports fields • Major flooding from Boulder Creek • Over 3,300 cubic yards mud/debris left on 4 acres • Practice fields, softball field, volley ball pits severely damaged • Sanitary Sewer line across Boulder Creek - gone

Crestview Flood Recovery • Flooding started 9/11, brought in Servpro the 9/12 Thu • Servpro had extracted water & mucked out several times and removed a lot of carpet by Mon 9/16 – (video) • Flood water was still coming in the building - Mon 9/16 • Tuesday morning 9/17 met with Justin, Brandon, & Danaya • They felt one month we could have the school ready

Crestview Flood Recovery • Reported back to the Crisis Team • Superintendent’s Directive – Open 9/30 – 2 weeks! • I didn’t think it was possible – too many issues. • Met again with Justin, Brandon, & Danaya…they felt it could be done…everything had to go right • That evening on 9News Superintendent announced we will open 9/30! • With work underway revised plan to occupy in 2 weeks.

Plan to Occupy in Two Weeks • Complete hazard removal - asbestos / contaminants / mold / testing certification • Wall demo/reconstruction – sheetrock fire taped, painted if possible • Unit Ventilators cleaned & sanitized • Bare concrete floors – area rugs / carpet remnants • Temporary work tops less cabinets • Temporary/donated Crates / boxes / make-shift shelving • Temporary electrical where needed • Temporary Cafeteria / Serving line / food brought in • Paper plates / disposable forks, knives, spoons

Crestview Flood Recovery – Success! • Amazingly Crest View opened for school 13 days later! • Keys to Success was a strong and experienced TEAM • SERVPRO – 75 staff • Adolfson & Peterson – 25 staff • US Engineering • Lundquist • Accent Electric • Colorado Hazard Control – 10 staff • Blue Mesa Environmental • Bailey’s Moving • BVSD Maintenance & Operations staff • Teachers, parents, and numerous other Volunteers • 110 plus people - working 24/7 for two weeks • A lot of resources with a tremendous effort!

Crestview Flood Recovery Strategy • Phased approach with Servpro, A & P, & CHC • Four Phase Asbestos removal plan – with containment • Over-night testing results • Servpro – Demolition / Remediation in non-asbestos areas, exterior clean-up • A & P – Sheet rock install/finish, work tops, shelving plumbing, electrical, univents • Servpro / A & P worked in areas non containment areas • Coordinated approach by tasks with teams

  33. Lessons Learned A 75% flood damaged school can open two weeks later! Put the maximum amount of highly qualified resources to accomplish the task!
