Focus: SRH&RR • NEED: progress on MDG5 varied & insufficient + linkages with poverty & inequity; targeting most vulnerable • OPPORTUNITIES: international momentum • NEW ELEMENTS: • Employ technological innovations • Need to strengthen focus on human rights & clarify issues related to ethics, privacy, equity & gender discrimination • Build on comparative advantage in data support in the new digital age

New development paradigm BUILD ON broad global agreements and partnerships, innovative development finance and socially responsible private investment, domestic savings and revenues • Strengthen engagement with emerging economies and other middle-income countries & private sector/philanthropy • Strengthen social policy advisory expertise • Broader UNFPA-facilitated partnerships  integrate population analysis into development strategies and plans • Greater support for South-South & triangular cooperation

Tips for programming & operations • Unprecedented diversity of demographic & economic situations  flexibility in programming & tailoring strategies to context • Networking and non-hierarchical decentralization patterns  flexibility in internal management • Fuzziness of country categories  zooming on populations rather than countries • Greater role of emerging economies  channeling their ambitions toward support of ICPD • Constant opposition to ICPD  hold up to values, strengthen supporters, use backlashes to opposition, consider building bridges with conservatives on some issues
