Tips for programming & operations • Unprecedented diversity of demographic & economic situations flexibility in programming & tailoring strategies to context • Networking and non-hierarchical decentralization patterns flexibility in internal management • Fuzziness of country categories zooming on populations rather than countries • Greater role of emerging economies channeling their ambitions toward support of ICPD • Constant opposition to ICPD hold up to values, strengthen supporters, use backlashes to opposition, consider building bridges with conservatives on some issues
