  3. Review of LPAC MOY Procedures LPAC’s are responsible for- • following administrative procedures in guides provided by TEA • making decisions on individual student basis • working as a committee to make decisions • maintaining required documentation

  4. LPAC Role • In coordinating with subject area teachers on linguistic accommodations for STAAR/TAKS, the LPAC’s role should not be simply to make decisions and process paperwork • The LPAC process provides opportunities for supporting teachers, guiding ELPS implementation, and determining needs for professional development for instruction

  5. Remember • STAAR Participation and Linguistic Accommodation Decisions form must be placed in student’s blue folder in the cum • LPAC Minutes of STAAR Decisions for Spring 2012 Test Administration form must be uploaded to school paper • Remember to communicate all assessment decisions to your CTC

  9. Key Dates for Holistically Rated Components

  10. Establishing Procedures to Ensure Validity and Reliability • Ensure procedures are in place and documented for validity and reliability (Refer to pages T-24 to T-25 of the TELPAS Coordinator Manual) • Written documentation of the procedures must be kept with your other training documents such as oaths etc.

  11. Who can rate? Teacher designated to be the official rater of ELL student must: • Have the student in class at the time of the spring assessment window • Be knowledgeable about student’s ability to use English in instructional/informal settings • Hold valid education credentials • Have been appropriately trained in the holistic rating process & calibrated • Rate the student in all eligible language domains Paraprofessionals may NOT serve as raters

  12. Raters who do not calibrate within first two sets… • Must attend supplemental training • Third set open February 29th (code required) • Please have teachers register online Supplemental Training Dates: February 29, 2012 March 6, 2012

  13. Which students must be rated? • ALL ELL students in grades K-12, including students with parent denials, are required to be assessed in listening, speaking, reading and writing through the holistic rating process.

  14. Assembling Writing Collections • 5 writing samples One narrative about a past event Two academic from math, science or social studies • May be collected February 20th (not rated) • Reflect students current proficiency level • Include students name and date • Cover sheet/verification checklist w/ collection • Come from authentic classroom activities • Assembled by classroom teacher

  15. AVOID the following: • Copied text • Use of dictionary or thesaurus • Corrections (editing, revising, etc.) • Writing in native language • Worksheets or Q&A assignments • Photocopies • Papers that are brief, incomplete or writing that looks rushed

  16. Verifier • Designated by campus testing coordinator • Complete online training • Verify writing samples per student • Complete & sign verification checklist TELPAS raters and paraprofessionals are NOT permitted

Policy ChangeSecond Semester Immigrant Non-English Readers ELLs in grades 2–12 who first enter U.S. schools in second semester are no longer permitted to receive automatic score of beginning without taking TELPAS reading test • Now required to take test • Will receive scores based on test performance

Policy ChangeNewly Enrolled ELLs • “20-day rule” gone • Not necessary with new shorter testing window • New policy: No holistically rating ELLs from other Texas districts, states, or countries who enroll on or after first day of testing window (March 19) • Unchanged:2–12 reading test still required

Guiding Principle Students who Move • If new ELL enrolls beforeMarch 19 (start of testing window), receiving campus responsible for all assessments • If new ELL enrolls onor after March 19, receiving campus only responsible for grade 2–12 reading test (if not already administered) • Applies whether new student is from another school district, state, or country

Pre-K &K Registration Dates • April 2nd - 5th for pre-K & Kinder • Remember DO NOT LPAC at this time • TIAs will screen new students social (listening & speaking)and complete battery of test (if they score a 1, 2, 3 or 4) • TIAs training March 9th a.m. / p.m. sessions • Additional information has been provided to your Principal
