LPAC stands for Language Proficiency Assessment Committee
LPAC Committee Membership • Administrator • Parent of ESL student (cannot be an employee of the district) • Bilingual or ESL Teacher • One additional member is desired but not required (classroom teacher, counselor) • Special Education Teacher (if student is receiving services, including speech)
LPAC Responsibility #1 • Members, including parents, are acting for the school district • Must observe all laws and rules concerning confidentiality “In performing their duties, LPAC committee members shall be acting for the district and shall observe requirements regarding confidentiality of information regarding individual students and student records.”
LPAC Responsibility #2 • Review all pertinent information on English language learners (ELLs) • Home Language Survey • Woodcock – Muñoz Scores • Grades/State Assessment Data • Must occur within the first 20 school days of enrollment
LPAC Responsibility #3 • Make recommendations for appropriate placement
LPAC Responsibility #4 • Review available state assessments • Recommend those which are most appropriate • Recommend linguistic accommodations if necessary
LPAC Responsibility #5 • Review student progress at the end of the year • State Assessment (STAAR, EOC, TAKS) • TELPAS • Grades
LPAC Responsibility #6 • Monitor the progress of • ELLs • Monitor and ensure progress is made • Intervene if necessary • Students who have exited the program • must be monitored for two years after exit • Review grades each six weeks/behavior/state assessments • Recommend to continue monitor (M1), complete monitoring (M2) or re-enter program, if students are struggling and language is determined to be a factor
LPAC Responsibility #7 • Review appropriateness of extended year services • Summer school, if available
