SITUATION • Date: 27 August 2007 = D+120 • 6 Months from planning period in Singapore • CTF Forces arrived in AOR between D-14 and D+8 • Operations started on 30 April (D-Day) • Locations: • CTF HQ, Salt Lake City Airport, Kuhistan • CFACC HQ, Salt Lake City Airport, Kuhistan • CFMCC HQ, Port of Salt Lake City, Kuhistan • CMCoord, Salt Lake City, Kuhistan • CFLCC HQ, Delta Kuhistan • Subordinate units in Kuhistan and Sonora

MAJOR EVENTS • Tango Peace Accords signed on 12 May, 2007 • Kuhistan and Sonora are parties to accord • Includes establishment of a Zone of Separation - Temporary Security Zone scheme and follow-on UN Peacekeeping force • Kuhistan forces pulled back from border areas by 31 July, as directed by Tango Accords • Sonoran forces withdrew from occupied Kuhistani territory by 10 July, and moved to areas in Sonora directed by Tango Accords by 31 July • Bottom-line: By 31 July, forces of both parties were outside of Zone of Separation - Temporary Security Zone as directed by Tango Accords

HUMANITARIAN OPERATIONS • Northern Kuhistan • 25 August 2007 Spokane River Flooding • Flood occurred 0230 on 25 August, 2007 (D+118) • Areas flooded: • Spokane River Camp – 20,000 population affected • Spokane River 2 Camp – 25,000 population affected • Spokane city riverfront areas – estimated at 5,000 residents affected • 85% vulnerable groups • Estimated 400 dead; approx. 650 missing

Incident 1: 23 Aug, 2007 D+116 KFC Announces Biological Warfare Threat A KFC tape delivered to TV station KSL in Salt Lake City KUH Announces that KFC will be using food-borne diseases to attack “their enemies” in Kuhistan The Kuhistan military Those supporting the Kuhistan nuclear plant in Provo Probably use salmonella but also botulism, other diseases Announced that attacks have already begun (some food supplies are already contaminated) 27 Aug 2007, Kuhistan government requests CTF assistance: Testing food Being prepared to test people for diagnosis Being prepared to manage the consequences RECENT EVENTS (CBRN) 26
Incident 2: 27 Aug, 2007 D+120(0700) A hijacked phosgene tanker truck explodes in the center of Boise KUH, upwind of the Kuhistan National Government center Police report “large numbers of casualties,” number uncertain Likely several hundred hospitalized, half will die No CTF forces in area KFC is assumed to be culprits Kuhistan government asks CTF for decontamination and medical assistance Kuhistan government is furious that this attack was not prevented Announced it is changing security in its major cities This change could in make CTF operations more complicated RECENT EVENTS (CBRN)
ASSESSMENTS • CTF Operations fairly successful • Kuhistan / Sonora Government: Overt support of CTF in varying degrees • Kuhistan / Sonora Military: Neutral to CTF, probable patrol incidents, SON Navy covert support of SIS arms shipments • Populace – Mestizo / Other: Tolerant but wary of CTF actions • Mestizo, Political Action – Kuhistan (MPAK): Still vocal for Mestizo rights, neutral • Kuhistan Freedom Corps (KFC): Avoid CTF forces, targets of opportunity, keep up attacks on Kuhistan Govt targets • Mestizo Warriors (MW): Continued covert support and sanctuary to KFC • Sons of Isla del Sol (SIS): Weapons sales to KFC continue, change delivery methods • International People’s Movement (IPM): Low-key, invisible, Targets of opportunity • International Humanitarian Community (IHC): Good cooperation • Refugees: Neutral to supportive of CTF • Indigenous Displaced Persons (IDPs): Tolerant but wary of CTF actions • Asia Opinion: Want CTF to end operations ASAP, anxious for forces to redeploy • World Opinion: It’s just another “UN operation”, who cares
