Region 7 Medical Disaster Preparedness Network • Members: Hospitals / MCAs in our 18-county region • Mission: collaborate regionally for medical preparedness and response in the event of any hazard: terrorism, natural disaster, or other public health emergencies
What is the Region 7 Medical Coordination Center (R7 MCC)? A response mechanism to . . . • Facilitate communication + coordination & deployment of medical assets • Provide consultation in support of health & medical response operations in a disaster • Serve as a conduit between local entities and State/Federal entities through the State’s CHECC (Community Health Emergency Coordination Center)
Functions of the R7 MCC • Support incident management policies / priorities; • Facilitate logistics support & resource tracking; • Make resource allocation decisions based on incident management priorities; • Coordinate patient-related information; • Coordinate inter-agency and inter-governmental issues re. patient triage, transport, and treatment
When to use the R7 MCC? • At the first notice of an event where you anticipate that health care resource needs may grow to exceed available local capacity • Anytime you stand up your Hospital Command Center
Who staffs the R7 MCC? • Regional functions will be guided by the Region’s BT Coordinator in conjunction with the Medical Director and Assistant BT Coordinators • Leadership will be determined at the time of an event and rotate in a sustained event
Who can request R7 MCC Activation? • Any local hospital or MCA • A local or district Emergency Manager • State EOC • CHECC • Region 7’s BT Coordinator, Medical Director, or Assistant Coordinators – based on an identified need
To request activation …. • Contact the GARD (Gaylord Area Regional Dispatch) at 989-732-5141 Note: the dispatch center will activate a telephone tree to contact the BT Coordinator or an alternate Regional Response Team member (Medical Director or Assistant Coordinator) who will initiate RMCC response
R7 MCC Activation Flowchart Contact Regional Dispatch 989-732-5141 Request activation of Medical Coordination Center Event occurs in local area / hospital You activateyour Hospital Command Center -or- anticipate activating HCC & may exceedinternal resources R7 MCC acts to identify needed and available resources (staff, equipment, etc.) and coordinate deployment of resources as appropriate. BT Coordinator / proxy initiates conference call with other regional staff, identifies communication mode(s) & contacts requestor
Where is the R7 MCC located? • Region 7’s MCC is designed to be mobile, relying on staff access to portable computer and communication technologies • It can be activated at the Region 7 office in Gaylord, or it can be mobilized to a local hospital or EOC or to the regional EOC or another designated location in the region
How will R7 MCC assist? Depending on circumstances, R7 MCC initial response may include … • Notify local EM & District 7 Coordinator • Notify hospitals / EMS agencies / local public health via MIHAN alert • Notify other regions, CHECC • Establish initial communications systems (800 MHz radio talk group, etc.) • Establish / monitor / update E-Team situational report • Request EM Resource input to update available resources
How will R7 MCC assist, con’t … • Monitor event and provide information regarding available resources • Collect / distribute critical resource requests & information to regional partners • Deploy regional medical assets upon request • Convene information briefings / conference calls with key stakeholders • Provide consultative support upon request • Support incident PIO in working with media as requested
Deactivation & Post-Event Roles • R7 MCC will deactivate once its support is no longer needed, with notification to all agencies • Final briefing will be distributed to participating organizations • Conduct hot-wash debriefing • Establish timeline and communication for After Action Report in concert with participating partners
