Chronology of Events • September 2006 - Reverted to Alert Level 1 (progressively downgraded from Level 4 in July 4, 2006) and maintained since then up to July 2009 • August 10, 2008 - Alert Level 1 (Minor Mild Explosion) • July 10, 2009 - Alert Level 2 (Due to continued state of unrest which could lead to Ash Explosion or eventual Hazardous Magmatic Eruption) • November 11-12, 2009 - Alert level 2 ( 4 ash explosions ) (MV remained Inflated, above normal SO2 level, visible crater glow, seismic activity) - 1,900 families evacuated • December 14, 2009 - Alert Level 3 (8:00 PM) ( 5 series of ash explosion and lava flow , increase SO2 and seismic activities)

Preparedness Measures Undertaken • July 7, 2009 - Issued PDCC Advisory 1 • Off limits at the 7Km Extended Danger Zone at the SE Quadrant of Mayon Volcano • Prohibiting Mountain Climbing and other Tourism Promotion Activities inside the declared DZ • Prohibiting Farming and Orchid gathering inside the declared DZ • July 10, 2009 • Released of PDCC Advisory No. 2 Reiterating Advisory Strict Enforcement of PHIVOLCS recommendation. • Activation of all C/MDCCs concerned • Conduct of PDCC Emergency Meeting • Review and Update of Existing local warning and evacuation plan by barangays • Review and Update of Contingency Plans by PDCC member agencies ( Transportation, Logistics and Finance, Security, Relief, Evacuation, WASHN, etc)

July 12, 2009 : - Prepositioned Emergency Evacuation Vehicles(AFP-JTFM, PEO, DPWH, C/MDCC, etc) • July 13, 2009 - Set up checkpoints in all entry point to the DZ (AFP-Joint Task Force Mayon) • August 6, 2009 • Conducted hazard awareness campaign for BDCCs around Mayon Volcano • August 14, 2009 - SPA declaration of State of Imminent Disaster of Barangays, Cities and Municipalities around MV

August 20, 2009 - Purchased and Distribution of Early Warning Equipments to barangays around MV (Mountain Bikes Whistle, Transistor Radio, Megaphones, Medical Kits, Public Address System) • August 22, 2009 • PDCC Executive Committee Meeting due to state unrest of MV and a possible Lava Dome collapse.

  11. August 27- September 15, 2009 - Conducted Preemptive Health Risk Assessment of all population at risk around the declared danger zones of MV • 3 Cities and 5 Municipalities • 7,758 patients assessed and treated

  12. Preparedness Measures Undertaken • Deped: Identified and prepared safe evacuation centers • gender sensitive and rights based with water supply, community kitchen, electricity and other amenities. • Construction of permanent evac centers in schools (Camalig, Guinobatan and Daraga) • Apsemo: targetting of evacuation • review of master list of population at risk • Sustained social preparations and community mobilization through barangay assemblies and pulong-pulongs • PSWDO: Prepositioned relief assistance • Renewed MOA between PGA and NFA to ensure initial allocation of 10,000 – 15,000 bags of rice in case of evacuation. • OCD-RDCC – Maintained closed coordination with PDCC and facilitated the release of fund from NCF for POL of evacuation vehicles. • AFP / PNP - Activated Joint Task Force Mayon to spearhead evacuation of vulnerable populations in July 2009 • Up to 54 trucks and other land, air and water military / police assets ready since July 2009 • Established check points in strategic areas around MV to deter residents from entering the declared PDZ. • PNRC – On stand-by response team • DPWH- Allocated engineering teams and trucks for evacuation. • Media- maintained closed coordination with PDCC for issuance of emergency advisories to the public.

FROM STATE OF PREPAREDNESS TO A STATE OF RESPONSE • Activated Provincial Disaster Operation Center 24/7 • Declared the Entire province of Albay under the State of Calamity effective 3 PM, Dec 17, 2009. • Placed the 8-km radius High Risk Zone under State of 24-hour curfew which can only be lifted once Mayon Volcano Alert Level status is lowered down to 2 by PHIVOLCS. • Evacuated population from the 8 km-r High Risk Zone • JTFM (AFP) checkpoints, patrols around Mayon Volcano to secure the area • Coordination with CHR (provided mobility with Gov car) for enforcement of enforced evacuation and 24-hour curfew • Maintain close coordination with PHIVOLCS • Organized AHEM station in each evacuation center • Maintains harmonious media relations for support on public information, advisories and community warning.

  14. Operating Guidelines • Official warning only from PHIVOLCS • PDOC is the nerve center of operational coordination and instructions. • Official PDCC reports are those signed by the PDCC Chairman • Logistics and supports coordinated with the PDCC Secretariat • Lead agencies to work on mandated task. (ie. Relief-PSWDO, Transport-AFP-JTFM, Security-PNP, Evacuation-DepEd etc.) • PDCC thru APSEMO to coordinate with LGUs • RDCC thru OCD5 to coordinate with NGAs • OCD-APSEMO coordination must be maintained. • NGOs to be coordinated by the PDOC thru NGO Assistance Desk.

Division of Labor and Shared Responsibilities • BDCCs • BDCCs assist the PDCC and local DCCs on the following: • Mobilization of evacuation procedures • Security in the community and evacuation centers (barangay tanods) • Monitoring of health and sanitation conditions. • C/MDCCs- • Direct supervision and control in Camp Management of their respective evac centers. • Non-rice food items (NRFI) • PDCC- • Provides support to local DCCs requirements beyond their financial capacity • Manage response clusters • Given provincial goal of zero casualty, P5kg rice per day per family, transportation support via AFP / PNP / PEO, WASH support through PHO, AHEM, DOH

WASHN • Repair of 57 comfort rooms • Installation of 24 portalets • Repair of all faucets • LCWD restored normal supply of water to Lgp evac centers • LWUA sends 4 water tank lorries (first arrived 12/17): free water from LWCD and fuel from Apsemo, 1,000 liters capacity, 10 mins to refill and discharge • 5 units of fire trucks (up to 16) regular delivery by BFP – water for bathing and washing • 24 drums installed (10 more available) • Water purifier with capacity of 30,000 liters ready

  22. Health Interventions • Preemptive healthcare (medical missions in all 56 bgys) since Aug 2009 • Rapid Health Assessment System now everyday from every two days • AHEM health station posted 24/7 in every evac center: permanent presence in evac centers and feedback / update to PDOC • Regular periodic inspection / medical action in evac centers by composite medical team (BRTTH and provincial hospitals) • Hospitals in Code Blue • All evacuees provided PHIC

  23. Education • 25 school camps currently used but 45 prepared • Total: 24,536 -10,424 elementary pupils displaced (only Banadero is HS in the area) as evacuees and 14,112 by host evacuation center (permanent evac in Daraga, Guinobatan) • 600 tents needed: 100 tents being sourced from Unicef, 50 from DSWD, 6 tents already installed as temporary classrooms (3 PNP, 3 Province) • Deped ready with shifting and scheduling strategy to zero out displacement

  24. Agri Aspects: Livestock Evacuation • Evacuation center set up in Cabangan – Albay Breeding Station (DA RFU V) and Paraputo Facility (Province) • More expensive maintenance per head • 2,000 cattle and 2,000 carabaos • P11m needed in 47 days operation • Agri-rehab fund ready at P15m from DA plus two tractors

Psychosocial Care • Evacuation resistance heightened by Christmas season despite incentive • Three reasons- (1) firewood (2) farms (3) personal • Conjugal rooms snubbed • Agri seminars being started at East Washington Drive Elem School (Bgy. Matanag) • Some local NGOs doing some feeding programs for children • Psychosocial Care cluster first to be organized • Soft- parlor games, movie showing, arts, sports, prayer meetings, singing contests etc etc. • Hard- livelihood programs, agri technology extension, health seminars, credit seminars
