Maritime Transportation Security Act (MTSA) Final Rule November 2003 International Ship and Port Facility Security (ISPS) MTSA Impacts • 361 Ports • $750 Billion in commerce • 5,000 Facilities • 10,000 U.S. Vessels Established Federal Maritime Security Coordinator (FMSC) Required Facility & Vessel Security Plans Implementation - 1 July 2004 TWIC Implementation December 30, 2008 (Sector Baltimore)
Sector Baltimore MTSA regulated entities • 56 total marine terminals (state-owned and private) in the Northern Chesapeake Bay • 35 of these marine terminals are in the immediate Port of Baltimore • 6 of the Baltimore marine terminals are state-owned (MPA) • 65 total vessels - 15 U.S. passenger vessels, 16 Deep Draft Vessels, 22 Tugboats, and 12 Barges on the Northern Chesapeake Bay

International Ship and Port Facility Security Code (ISPS) • International Maritime Organization • Applies to all vessels and facilities from signatory countries • Requires vessels to have a Ship Security Plan • Vessel compliance audited by Coast Guard inspectors • International facility compliance audited by Coast Guard inspectors • Implementation - 1 July 2004
