  5. Aim To enhance the proficiency of security staff in checking cargo and documentation for delivery into the port facility.

  6. Objectives • Security staff expected to screen the cargo and vehicle according to procedures in the PFSP.

  7. Desired outcomes • Security staff will be able to: • Properly screen vehicle entering the port facility. • Detect anomalies in cargo security.

  8. Control Team • Chief Controller: PFSO, Mr. AAA • Simulators •  Driver 1 – Mr/Ms. XXX •  Driver 2 – Mr/Ms. XXX • Safety officer

  10. Materials • 2 empty shipping container • 2 tractor with trailers • 1 broken container seal • Documentation for delivery of containers

  11. Scenario • Two tractors pulling a semi-trailer with steel ISO shipping containers have been targeted by smugglers en-route to the Port Facility. The drivers were kidnapped and substituted by gang members. The smugglers loaded contraband in the shipping containers but did not have the proper seals to secure the containers

  14. Controller Tasks • To have all relevant identification documents, security passes, etc. • Carry the “Letter of Identification” and tender it if harassed

  17. Safety • Physical safety of personnel is paramount • There is to be no physical contact between player and controllers acting as intruders, etc. • Security staff are not to use abusive language when talking to controllers acting as “intruders” • Do not neglect the safety of equipment
