Baltic ClimateTransnational seminar 1 11.6-12.6. Gävle Sustainable development and Climate Change in land usePirjo Hokkanen Pirjo Hokkanen Part-financed by the European Union
Something about planning organisations in Finland • How the climate chance is considered in legistlation in Finland in different levels • Some data of the finnish development area Jämsä-Jyväskylä-Äänekoski • Some ideas Pirjo Hokkanen Part-financed by the European Union
LAND USE SYSTEM IN FINLAND • NATIONAL LAND USE OBJECTIVES (guidelines) Approved by Council of State • REGIONAL LAND USE PLAN Approved by Regional Council • Guided by Ministry of Environment • LOCAL MASTER (GENERAL) PLAN Approved by local authority • Guided by Regional Environment Centre • LOCAL DETAILED PLAN Approved by local authority • Guided by Regional Environment Centre Pirjo Hokkanen Part-financed by the European Union
Environmental Administration • Regional Administration • Regional Environment Centres • 1 Uusimaa • 2 Southwest Finland • 3 Häme • 4 Pirkanmaa • 5 Southeast Finland • 6 South Savo • 7 North Savo • 8 North Karelia • 9 Central Finland • 10 West Finland • 11 North Ostrobothnia • 12 Kainuu • 13 Lapland Pirjo Hokkanen Part-financed by the European Union
The Role of the Regional Environment Centre • Guiding the planning (General plans, detail plans) in Central Finland • Development negotiations, planning negotiations, statements, appeals • Steering of building activity • Statements, seminars • Deviation • (special permits mainly on shores without plan) • Water supply and sewrage • Strategic planning, sussidies for buiding Pirjo Hokkanen Part-financed by the European Union
Finnish Environmental Legislation • Land use and building Act(2000) • Climate change, what are the main points? • Spatial Structure • Traffic • Energy • Flood Pirjo Hokkanen Part-financed by the European Union
Functional Spatial Structure • -new areas near existing structure • -new areas integrated into existing built areas • -city centres developed for diversified functions: services, jobs, living, recreation • - planning must consider climate change adaptation Pirjo Hokkanen Part-financed by the European Union
Traffic - areasmustbeplannedsothattheycauseslessprivatetrafficpossible -connetions for pedestrians and cyclistsmustcoveredwholespatialstructure and beeasilyconnected to stations and busstops Pirjo Hokkanen Part-financed by the European Union
Energy -planning should improve or contribute to saving en ergy and using renewable energysorces. Flood -studies of flood areas, -flood areas cannot be build Pirjo Hokkanen Part-financed by the European Union

What tools we have now? *Plans (regional, general, detail) *Development discussions with municipalities *Buiding orders (criterias for buiding in scattered areas) *Buiding permits (conditions for buiding) Pirjo Hokkanen Part-financed by the European Union
Some thinking/Scattered settlements 1 FAMILY 4 PERSONS 2 KIDS (school) -A lot is cheaper than in cities or villages The price of the house is the same, but if you have to sell the house you get less money Electricity nets may cost a lot - No water pipes or seweredge pipes, consentrated systems, more costs Pirjo Hokkanen Part-financed by the European Union
Some thinking/Scattered settlements 2 Two cars…long way to work, more emissions…more petroil…more costs Schooltaxi for 2 children (first 3 classes) costs for municipality, costs after for family Long way to services: shops, helth care, etc…more costs…more petroil - The roads in springtime in bad conditions, can the fire truck or ambulance reach the family in case of emergency? Pirjo Hokkanen Part-financed by the European Union
Some thinking continues -can we influenze by land use climate chance enough? - In scattered area we have in Finland the basic buiding right (excluding shores) - State gives tax-facilitations for transport-to-work expenses Pirjo Hokkanen Part-financed by the European Union
What other tools we could create? Tools which could change peoples attitude? (Internet games etc.?) Tools for develop planning? (Energy plans, flexible or removable housing and services) Pirjo Hokkanen Part-financed by the European Union
I think there is no exact answer yet…maybe some day during these three years of this project …. Pirjo Hokkanen Part-financed by the European Union
