Overview of Tasks • Conservation District-extensive research and decision process • Boundary determination • Design Guidelines- Edited 1st Draft, 2nd Draft currently in final edit • Established relationship with new Frederick County Preservation Planner • Met with DHCD
Tasks (continued) • Attended the Old Line State Summit • Have met as a group over 20 times since February • Countless hours outside meetings researching, writing, preparing summaries, editing, gathering information, presenting, attending other relevant meetings, applying for grants, etc.
What’s Left To Do? • Finalize Design Guidelines • Involve additional stakeholders for input on guidelines (MHT, DHCD, Main Street, Planning and Zoning) • Develop ordinances and administrative procedure recommendations with City staff • Develop recommendations with City staff for enforcement and associated resources • Finalize and submit formal recommendations to the City for adoption
In Addition… • Public Hearings and Workshops • At least 1 Joint Workshop • Any work from the City (development/adoption/administration) • Completion of National Register Historic District resurvey work and documentation (Consultant)
Our Request • Given what we have accomplished, what we would like to accomplish, and the time it takes to do so, we would like to make a formal request… • …for the Mayor and Council to reassess the current moratorium on demolition and recommend a new moratorium for a length determined by the City to complete this phase of preservation work based on the evaluation of the remaining tasks and timeline.
How long? Our Work (at least 3 months) + City’s Work + Resurvey Work (approximately 4 months) = Time Required NOTE: Equation does not include time to implement new processes with staff or any other administrative requirements.
