Customer 2 • Smart acquisition: Customer 2 • Front line participation mediocre and often confused • “User Requirement Documents” -statement of User need but owned by Equipment Capability in MOD • Front Line - no money - little influence in a process based on Performance, Cost &Time or in Cost Capability Trading process
The Need • A MoD Unified Customer that works collectively to translate industrial capacity into effective military capability to conduct and support operations, merging equipment and support provision with the other Defence Lines of Development (DLoD).
DEFENCE ACQUISITION CHANGE PROGRAMME • DACP is the formal adoption of the Through Life Capability Management (TLCM) concept. • Unity of purpose between MoD Corporate Centre, Sponsor, User and DE&S to deliver enduring military capability.
USER Role • The User role is diverse and spans: influencing policy, force development and future equipment capability through to the generation of FE@R, potentially FE@S and programming support costs in yr 1-4. • The User informs and supports the planning of future capability across all DLODs.

Capability Management Group. • Each DEC will form a single Capability Management Group (CMG) to oversee and manage the Capability Planning Groups (CPG) in their DEC, examining trades and BOI across the broader DEC area of responsibility, and considering the constraints and requirements of other Capabilities. Capability Planning Group. • The primary User interface with the Sponsor will occur at the Capability Planning Group (CPG). This group will address both the operational delivery of in-service equipments delivering capability today and the development of future equipment/capability against Departmental strategic priorities. The FCIG leader represents the USER.
User Roles • DLoD Ownership • The User will contribute to the Personnel, Training, Organisation, Concepts and Doctrine, Logistics, Information and Infrastructure DLODs. • DLoD and Capability Trades • The TLCM approach will facilitate more effective trading across capability areas, projects and DLoDs. • DLoD Integration • The User is responsible for ensuring the integration of all DLoDs in the front line.
