About APIIC and GIZ • Andhra Pradesh Industrial Infrastructure Cooperation (APIIC) incorporated on September 26, 1973 is the state owned organization vested with the responsibility of developing industrial parks and industrial infrastructure in Andhra Pradesh. • APIIC has so far developed over 300 industrial areas spreading over an extent of more than 150,000 acres • The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development, Company owned by the German Federal Government • It has now been working in India for over 50 years. • GIZ operates in 130 countries. • GIZ employs 17,000 staff worldwide

In 2004, CPCB in cooperation GIZ, APIIC, and APPCB will work on “Planning and developing eco-industrial parks with technical support in Andhra Pradesh” • After pilot phase, MoU was extended with request from APIIC to 2012 under Advisory Services in Environment Management (ASEM) • Under the Indo-German Environment Partnership Programme, technical cooperation has been provided by GIZ to APIIC from 2012 - 2015.   5. Introduction What is a CETP? Common Effluent Treatment Plant is a facility of treating effluents by means of a collective effort mainly for a cluster of small scale industrial units. Purpose: • Reduced treatment costs for individual units (‘economies of scale’) • Centralised service. Individual industries can concentrate on their core business, while CETP operator provides service. • Reduced need for technical expertise and trained personnel as fewer plants require fewer people. • Optimal utilisation of space at a common facility than with several plants in several individual industries. ] • Easy to monitor and regulate pollution control. • Possibility for recycle/reuse of treated waste water and proper disposal.

MoEF’s CETPs Scheme: • Scope of CETP Scheme: • Establishment of new CETPs in an industrial estate or a cluster of SSIs. • Up-gradation / modernization proposal for CETPs of earlier financed through the MoEF shall be considered for the one time funding. • Assistance provided: • Central assistance of 50% of the total project cost, with a ceiling of Rs 15 Crores for non-ZLD and Rs. 20 Crores for ZLDs. • State gov. to provide 25 % of the total project cost. • Project proponents to put in 25% out of which: • 15% should be contribution for project proponent and remaining • 10% should be loan from banks / financial institutions

Objective • The objective of the study is to identify industrial parks of APIIC in Andhra Pradesh that need establishment of the Common Effluent Treatment Plants (CETPs) on priority. • The specific objectives are:  • Collection of information regarding industrial parks of APIIC and • To understand the location of industrial parks and type of industrial activity. • Documentation of the collected information by developing a GIS based database, for the purpose of analysis and thematic presentation. • To develop and apply an appropriate methodology for rapid assessment of industrial parks for assessing CETP needs. • To identify the priority industrial parks of APIIC that need CETPs.

Shortlist -1 Elimination Process • Elimination Process: • IPs with industries of low pollution potential (only W4 category) • IPs already having CETP, other IPs supported by the existing CETPs, IPs with CETP under consideration/construction • Non operational IPs due to lack of industries and sick/closed industries

  25. Feedback from APIIC and APPCB • The approach and methodology for short listing of industries and the above short list was shared with APIIC and APPCB. APIIC has suggested removing some of the industrial parks as given below from the priority because of the nature of industries and working conditions. • IP Tada • Kattedan • AN Kannuru • JAN Vijayawada • IE Vizaganagaram APIIC has also suggested including the following industrial parks in the shortlist: • IP Kurnool-ph 1 & ph 3 • APIIC Prodattur. • IP Vakalapudi.

Feedback from APIIC and APPCB Final Shortlist of IPs Requiring CETPs • The final shortlist of IPs that require CETPs on immediate priority, which have been shortlisted based on the APIIC and APPCB feedback are: • IP Gajualamandyam • GC-Ongole • IDA Rampur • IP Pydabhimavaram • IDA Kadapa During IEID, • GC Hindupur and • IP Vakkalpudi

  27. Future Actions • Conducting stakeholders meetings with officials of APIIC, APPCB, Industry Associations, representative from Individual Industries and Experts from different Organizations/Sectors • Initiating further feasibility studies to arrive the base level/actual requirement/need for the CETPs in the old Industrial Parks and • Bid-process management for CETP for participating industrial parks The current study also gives an approach for prioritizing industrial parks not only for CETPs, but also such analysis can be done for prioritizing IPs requiring solid waste management, air pollution, other common facilities etc., for the industrial parks.
