Define information needs and sources Defining information needs • demographics of the affected population • emergency details • condition of the affected population • local response capacities • life-saving WASH needs • likelihood of future needs
Information sources Secondary sources: • What sort of data can they provide? • Who can provide it? Primary sources: • Why is primary data important? • Who can provide it? • What are the obstacles to reaching primary sources?
CHECK that the information needed: • is relevantfor the user; • isconsistent with agreed indicators; • does not duplicate; • can be collected by a non-specialist; • takes account of cross-cutting issues; • can be easily interpreted. KISS – Keep it short and simple!
Assessment location Design assessment • Include areas of greatest need, medium need, and unaffected areas for comparison; • Select a range of areas characteristics of different affected/vulnerable groups; • Give consideration to assessment of displaced or mobile populations; • Focus on under-assessed areas.
Logistics and planning Design assessment • Practicalities: access, transport, accommodation, communications, resources • Site selection and sequence of visits • Translation and reporting • Consider assessment timing
Assessment methodologies Design assessment • Sampling – random or selective • Standard measurements – site locations, levels, defined groups • Methodologies – interviews, household survey, focus group discussion, transect walks • Testing
Assessment team Design assessment • WASH expertise; • knowledge of the affected area; • language skills / cultural understanding; • gender balance; • good inter-personal skills; • assessment / data analysis skills; • good organization and focus; • basic grasp of cross-cutting issues
