  2. Planning & Development • The most controversial process the Council administers is Planning. • The Planning process is perceived by the public as “mysterious” and complex.

Planning & Development • The main question customers want answered is, “Can I build here?” • Before the SSPS, the customer would need to consult several maps in the County Development Plan to see if their site’s development potential was affected by what was nearby— • National monuments • National primary roads • Environmentally sensitive zones • Areas of outstanding natural beauty • Etc.

  4. Solving the Problem • In 2005, the Department of the Environment launched a national pilot looking for online initiatives to improve the Planning process • Mayo County Council and Donegal County Council co-designed and co-financed the Self Service PrePlanning system as part of this programme.

Project Overview • Based on gPlan code provided by the LGCSB • Geomedia Webmap-based and written in ASP.NET with a Microsoft SQL Server back-end (supported versions 2000, 2005 and 2008) • Utilises existing GIS data from internal systems • Project was completed in 9 months from design to deployment • Detailed specifications were created and agreed by Mayo and Donegal; product development was carried out by Compass Informatics in Dublin

  10. 1. Locate Your Site • There are six different map scales available from the whole county map (1:600,000) down to the aerial photography views (1:5,000)

  15. Analysis: User’s Report • Reports give information from the spatial analysis and link to the County Development Plan for more information for the user

Analysis: User’s Report • Users are given a unique Report number (that is optionally e-mailed to them) which allows them to call up previous reports • Reports can be passed on to Planners during PrePlanning Clinics so that Planners can discuss the spatial analysis and its implications with the applicant (this is required in Donegal) • Mayo currently has about 20 layers and Donegal has 23 layers. SSPS can support over 30 complex spatial layers

Analysis: What is Checked? • Previous Planning applications • Proximity to National and major Regional Roads • Proximity to water sources • Proximity to National monuments, protected structures and other protected natural areas • Special Areas (scenic routes, coastal) • Zoning from Local Area Plans

  18. Customer Usage • PrePlanning: Customers are encouraged to check their proposed site and then attend a walk-in PrePlanning clinic with their report(Planners run SSPS reports at their clinics as part of the process)

  19. Customer Usage • 8357 reports run to date • 547 so far in 2009, about 580 Planning Applications so far this year • 3325 run in 2007, slightly more than total number of Planning Applications that year

Recent Events • Since the Mayo & Donegal launch, five other Irish local authorities have implemented the SSPS on their websites (Laois, Wexford, Sligo*, Monaghan* and Carlow*) *Currently in Development • Summer 2009 • Mayo Co Co Deploying an internal version for Planners, Engineers, etc. • Autumn 2009 • Compass and Mayo are developing MapT system based on SSPS platform

Recent Events • Version 2.0 of SSPS is now available • Supports .Net 2.0 and 3.5 • Supports SQL Server 2000, 2005 and now 2008 • Pop-Up Blocker no longer invoked in Browser • Improved Administration and Reporting • In Beta Development: Use of AJAX to speed up and improve the user experience • Point, Line and Polygon Digitising and more…
