Introduction Continue: • General Changes: • Circular becomes effective November 1, 2008 • Reorganization of Chapters • Distinguished between grant administration (think TEAM-related activities) and project management • Updated to reflect current policy and practices; including incorporation of Dear Colleague letters issued since 1998 • Added links for additional sources of information • Added examples FTA TPM ver3.1
Chapter II- Circular Overview • Added clarifying language to identify which Uniform Administrative Requirements apply to States, local government versus non-profits • Added more definitions • Updated program descriptions • Updated Responsibilities of Grant Management to better define roles of FTA offices • Updated Civil Rights Requirements • Consistent with other FTA circulars FTA TPM ver3.1
Chapter III – Grants Administration • Revised all reporting requirements; added additional information on Financial Status and Milestone Progress Reports • Section 5309 recipients, regardless of population area, are to report quarterly when grant includes facilities • Expanded use of budget revisions; clarified those that require FTA approval BEFORE costs are incurred • Revised language to indicate budget revisions do not go to DOL for certification • Clarified concept of “scope” for the purposes of grant amendments FTA TPM ver3.1
Chapter IV – Project Management • Real Property section revised to reflect a higher appraisal threshold for review and appraisal • Expanded language to include methods for determining useful life • Identified minimum useful life of ferries, trolleys and facilities (to be included in grant applications) • Rolling Stock Status Report for early disposition, disposition when fair market value is greater than $5,000 and budget revisions affecting vehicles FTA TPM ver3.1
Chapter IV – Project Management Continued: • Clarifying language to distinguish overhaul versus rebuild • Leasing section distinguishes between leasing FTA funded assets to others, capital leasing and operating lease • Provided example calculations of applying insurance proceeds • Expanded ITS requirements FTA TPM ver3.1
Chapter V - Oversight • Updated to reflect all Agency Oversight programs • Added details on Safety and Security Reviews FTA TPM ver3.1
Chapter VI – Financial Management • Updated Payment procedures • Return of Funds - use of Pay.gov • Enhanced program income section FTA TPM ver3.1
