Southeast Ohio Teacher Development Collaborative (SEO-TDC) Next Steps (Rae) Institutional Partners
Purpose of SEO-TDC To support the recruitment, retention, and development of teachers, thereby promoting high-quality education for all children. To engage representatives of Institutions of Higher Education (IHEs) and practitioners within local educational agencies (e.g. CORAS) in action planning to improve teacher preparation and professional development for teachers.

Extended the Line of Communication Deltas If it’s good policy, it’s good for ALL children (charter, on-line, religious, private) It needs to be a holistic approach Timeline to obtain credentials (reading endorsement) It is an unfunded mandate Old system of just passing students just makes learning gap bigger Retaining students does not work Third Grade Reading Guarantee • Plus • Step in the right direction for intervention • Focus is on the student learner • Place accountability on teachers and students • Stresses diagnoses of specific issues • Necessary improvements are anticipated as a result of Senate Bill 21
Ohio Teacher Evaluation System and Ohio Principal Evaluation System Challenges and Opportunities Overview of Legislation
Extended the Line of Communication • Ohio Teacher Evaluation System (OTES) & • Ohio Principal Evaluation System (OPES) • Deltas • Over-extended time commitment required of principals to complete classroom observation • The funding is a challenge • Value-Added should be a piece, but it should not carry so much weight • The timeline is a challenge • Teachers will refuse to take interns because if it effects their performance • Plus • Teacher rubric is rigorous and evidence based • Southeast Ohio is leading the state in implementation of OTES and OPES • Higher Education will also be held accountable for their graduates (for a 5 year period) • The ability of the Co-Teaching model will benefit the entire state
CORAS History Coalition of Rural and Appalachian Schools Established in 1988 Southeast Ohio Superintendent’s association partnered with Ohio University
CORAS History • Became a regional council of governments on July 1, 1988 • CORAS led to the creation of the Equity and Adequacy Coalition. • 4- Successful DeRolph rulings in the Ohio Supreme Court
