FLIGHT INSTRUCTOR SPECIAL EMPHASIS PROGRAM In response to a high number of flight training accidents and incidents, the Flight Instructor Special Emphasis Program was initiated. • Program began September 1, 1998 • Has evolved into one of the most important activities conducted by the Orlando Flight Standards District Office.
