3. Seminar Outline • Background of Thurmond Lake Partner in Command Course • Presentation of Thurmond Lake Course • Structure of USPS Partner in Command Course

4. Thurmond Lake Seminar Objective • To enable the non-boating spouse • To get the incapacitated spouse • To EMS as quickly as possible. This narrow, focused Objective Was easily understood and desired by much of the public. Thus a very easy sell.

5. Thurmond Lake Seminar Objective • To enable the non-boating spouse • To get the incapacitated spouse • To EMS as quickly as possible. • We did not want to: • Present the America’s Boating Course • Present the Seamanship Course • Train the non-boating spouse to skipper

Seminar Details • Offered in Spring and Fall • One-day indoor session at County Library • No charge, no USPS credit, only knowledge. • Students are given • Handout of 911/EMS presentation • Handout of boat operation presentation • Checklist of safety items and boat maneuvers covered in the on-the-water exercise.

7. Seminar Assumptions • A couple is boating on Thurmond Lake • In the vicinity of Savannah Lakes Village • They are in a power boat • Pontoon most likely • Could be a runabout or deck boat • The person at the helm is the boating spouse and they have a medical emergency.

8. How were students obtained? • America’s Boating Course • Thurmond Lake schedules the America’s Boating Course and Partner in Command sequentially. • Community Electronic Bulletin Board • The squadron PRO posts announcements • Articles in local newspaper • PRO edits articles from SEO and submits them. • Word of mouth.

9. Approach • A single, two-hour indoor course. • Multiple instructors • Several helpers • Informal, hands on • An on-the-water exercise with the non-boating spouse at the helm • Boating spouse generally present • And asked to not help or advise. • First, find a list of equipment • Second, demonstrate basic maneuvers

10. Indoor Session • Welcome • Calling and Communicating with 911 Operators • Immediate First Aid and stabilizing patient • Getting boat to location of EMS • Getting underway • Knowing where to go • Beaching/docking

11. On-The-Water session • Boat is VSI before departing. • Find safety equipment on boat. • Operate boat

On The Water Checklist --- Items to know 1) Location of fire extinguisher and how to use it 2) Location and operation of navigation and anchor lights 3) Location of horn switch 4)Location of first aid kit 5) Location of life jackets 6) Location of throwable PFD 7) location of anchor 8) Location of sharp knife to cut anchor line 9) Location of engine kill switch and lanyard 10) Location of possible EMS meeting points

14. Who teaches the students to operate their boat? • The students leave the course knowing they would have to operate their boat. • Most of the students practiced operating their boat days BEFORE the on-the-water exercise.

17. Purpose: • To enable you call 911 and to get your boat to a designated shore location in case of a medical emergency • Instructors: • Paul Cook and Chuck Gresham • Schedule: • Indoor session now • On the Water session at your convenience

18. When you call 911 • Phone signal searches for the nearest (available) cell tower • Could be Lincoln or McCormick County • County EMS Dispatch Center • You must have a general idea of where on the lake you are. (Hickory Knob, Plum Branch, SLV Marina) • Know locations that are close to major roads that have a water access point (ramp)

19. 911 continued • Dispatch Center does not know your exact location • Triangulation is possible, but time consuming • Typically, dispatcher will not give treatment instructions or advise on where to meet-up. • Stay on phone and coordinate best, closest meeting location. • Focus on safely getting to ambulance location.

For an On-The-Water EmergencyPrioritize your actions • First, make sure you and your boat are safe • Put on your PFD • Second, evaluate the scope of the problem • Third, take action: • Call 911 to get help • Place patient supine on deck. Secure with PFDs. • Perform basic life check • A – Airway • B – Breathing • C – Circulation • If unresponsive, begin 2 minutes of CPR • Prepare to transport to EMS rendezvous point • Attend to patient as you are able, GET TO EMS

21. Getting Underway

22. Stop the boat quickly if underway • First, grab the steering wheel to keep the boat from circling. • Slowly pull back on the throttle to neutral position. • Leave the engine ON. • Attend patient and call 911

23. Using The Fire Extinguisher PASS Pull pin Pull the pin Aim at base of fire Squeeze handle Sweep side to side Remember, the small 2.5 pound extinguisher will fully discharge in 3 seconds.

24. Start the warm engine • Put gearshift is in neutral position. • Put in warm up position • Choke engine • Turn key for 3 sec • Pause, turn key again • When it starts, put in reverse to get away from anchor

25. Getting help if engine will not start • Horn, bell and whistle • Mirror • a compact mirror works great or a CD • Distress flag or PFD • Marine radio • Cell Phone • Squadron Cell Phone List • Call Seatow (800 473-2869 or 706 986-9588)

26. Deal with the anchor if necessary • Fastest: simply untie the line and drop overboard; deal with irate husband later. • If cannot untie: use sharp knife to cut line; deal with irate husband later. • If you can, quickly untie from cleat and tie on a PFD.

27. Anchoring Technique • Power/sail into wind or current • Lower anchor • Drift/power backwards letting out rode • Apply power to set anchor >> 27

40. Beaching your boat Approach the beach no faster than you want to hit it. Stay seated while EMS board and get patient Take key out and ride with patient.

42. On the Water Exercise • We will agree on a day, time and location to meet you on your boat • We will first VSI the boat • Then 2 instructors will board and we depart.
