2. Problem It is very difficult for Gulu University to attract professors and experts to teach on long term basis. It is also difficult for students to complete their theses due to few professors and experts on the ground to supervise.

3. Goals To enable Gulu University increase the number of teaching professors and expert individuals by 100. To expand Gulu University students intake by 1000 students for 10 programs offered by global distance e-learning.

4. Objectives To develop collaboration with 10 foreign universities interested in global distance e-learning programs. To develop global distance e-learning curriculum contents for 10 courses. To develop capacity of 10 technical staff in management of global distance e-learning technologies and 50 teaching staff in using global distance e-learning technologies.

5. Objectives con�t To construct a buildings as a global distance e- learning center. 5. To acquire 250 global distance e-learning technologies. 6. To establish e-library sharable through internet with access to at least 20,000 books online. 7. To train at least 500 students per year by global distance e-learning system.
