2. National Spatial Data Infrastructure Cooperative Agreements Program (CAP) Administered by the Federal Geographic Data Committee, the National Spatial Data Infrastructure Cooperative Agreements Program (NSDI CAP) is intended to “fund innovative projects in the geospatial data community to build the infrastructure necessary to effectively discover, access, share, manage, and use digital geographic data.” LMIC

3. 2008 CAP Categories • Category 1: Metadata Trainer and Outreach Assistance • Category 2: Best practices in Geospatial Service Oriented Architecture • Category 3:Fifty States Initiative • Category 4: Joint Canadian and United States Spatial Data Infrastructure Project • Category 5: Building data stewardship for The National Map and the NSDI • Category 6: FGDC-Endorsed Standards Implementation Assistance and Outreach LMIC

4. 2008 CAP Category 5 • Category 5: Building data stewardship for The National Map and the NSDIwill focus on fostering stewardships for either structures data or for transportation data through best business practices. Primary needs for structures data are the geospatial location, classification, and other characteristics of manmade facilities, based on homeland security requirements. Primary needs for transportation data are updates for features, attributes, and geometry to the baseline roads data developed through Census MAF/TIGER Accuracy Improvement Project (MTAIP) sources. The data will be part of a national data inventory of consistent, seamless, integrated data that is continuously improved through the incorporation of data updates from the data community. LMIC

Minnesota Structures CAP Grant- Submission - • Mid-December LMIC submitted an application in cooperation with GCGI’s Emergency Preparedness Committee • Application sought $50,000 and provided for a $90,000 in-kind match • Application included 10+ letters of support including GCGI, MetroGIS, USGS, Mn HSEM, MDA and several local governments LMIC

Minnesota Structures CAP Grant- Project Goals - Minnesota’s project seeks to develop partnerships and the technical capacity for the statewide collection, publication and long term, sustainable maintenance of four important data layers: • Schools (public and private) • Hospitals and clinics • Police stations • Fire stations LMIC

Minnesota Structures CAP Grant- Project Objectives - Identify existing public/private GIS data resources in Minnesota for structures data Identify custodians of the most accurate and complete versions of schools, hospitals/clinics, police stations and fire station locations. Determine minimum attribution requirements for each data type. Consideration will be given to attributes that may not be publicly available due to national security concerns. LMIC

9. Minnesota Structures CAP Grant- Project Objectives - Harvest available data and assess its resolution, accuracy, completeness and currency. Propose a stewardship program for each custodian of each structure type that will ensure its yearly update, long-term maintenance and availability. This program will emphasize engaging local government in the process. Publish the structures data for public consumption through existing federal and state data clearinghouses, portals and web services. LMIC

10. MetroGISData Custodian Role Model The MetroGIS Data Custodian Roles model will be adapted to initiate a statewide effort to engage local government in maintenance of structure data. LMIC

11. MetroGISData Custodian Role Model GIS resources at the county level serve as data aggregators to coordinate involvement by county and city staff with detailed knowledge, but not necessarily GIS expertise. LMIC

12. MetroGISData Custodian Role Model Local aggregators and regional theme managers will be identified through outreach and negotiations, focusing on counties, but leveraging regional government organizations when necessary or when resources are available to supplement county resources. LMIC

13. Collecting / Maintaining Data Under this grant LMIC and its partners will also explore whether existing web-based tools may be adapted to support the collection and maintenance of schools (public/private), hospitals/clinics, police stations and fire stations and expanded to support other structures data. LMIC

14. Collecting / Maintaining Data: DNR’s Firewise Minnesota DNR’s FireWise program the Minnesota has created a web-based MapServer application that allows rural communities to update key resources and risks for wildfire mitigation and response. LMIC

15. Minnesota Structures CAP Grant- Deliverables - The successful completion of this project will ensure that accurate, timely schools (public/private), hospitals/clinics, police stations and fire stations structures data for Minnesota will be available through The National Map and Minnesota data portals. LMIC

Minnesota Structures CAP Grant- Current Status - • FGDC award letter received in late February providing $50,000 (the max possible) • Awaiting contracts from FGDC – expected next week? • Complete contracts processing by late April • Work with GCGI’s EPC Data Committee and others to finalize work plan by late May • Execute work plan in June • Complete project in summer of ‘09 LMIC

HSIP GOLD 2007 Restrictions • Data has limited utility at the state and local level • Why ? • Current licenses restrict sharing HSIP Gold with state and local authorities until the declaration of a Federal state of emergency, at which point the data is too late to be useful. • What is needed to fix this? • Money to upgrade the licenses • A different approach to data sources NGA

26. HSIP Freedom • Conceptually – • Partnership effort to gather and improve existing government-owned, license-free data. • Sharing and distribution of above license-free data to officials at all levels of government (local, state and Federal).* NGA

How HSIP Freedom Works • State provides existing government-owned data • State and TGS agree on the best way to update / improve data • State coordinates improvement effort • TGS updates / improves data • Improved data is returned to state • State determines how its data will be handled / protected for non-Federal users. • Improved data is provided to NGA • No cost to state NGA
