I. The Basis for the Need to Act • With 42 million infected worldwide, HIV/AIDS is the worst epidemic in the history of the world – and it is going to get much worse • 29 million Africans are infected with HIV, and that number will rise significantly in the near future • In many locations in Africa, one third of babies are infected before their 1st birthday through mother to child transmission • HIV / AIDS crises are developing in countries such as China & India – the pandemic has become a massive global issue • Inner city dwellers in many US cities also suffer major ratios of infection, especially in African-American populations. 40-50 million infected, 20-30 million dead, 0 cured
I. The Basis for the Need to Act In Baltimore • AIDS is the 2nd largest killer of African Americans between the ages of 25 & 50 • Baltimore has the 2nd highest sero-prevalence rate in America • In our 9 clinic sites, the IHV is serving over 4000 patients

The Basis for the Need to Act From an American’s Perspective Africa’s 29M infected are the equivalent of the entire populations of Ohio, Maryland and Florida If current projections hold, in 10 years, Africa’s newly infected will include the equivalent the entire populations of Nebraska, North Carolina, Maine, Minnesota, Vermont, Nevada, Montana, Oregon, New Mexico, Mississippi, Kansas and Missouri

III. The Vision: What Would It Take? • As demonstrated by recent scientific progress and grant wins, the IHV has given the System and the State stellar investment returns. • The IHV received $4.4M in State funding in FY 04, and won $130M in grants. This represents a 29:1 return on investment (ROI). • Since IHV’s inception, our ROI on state funds is 10:1. • The IHV is impacting Baltimore and the world uniquely • However, we are just scratching the surface of what can be accomplished. IHV can impact the world on an even greater basis in the future.
III. The Vision: What Could be Achieved Example The IHV has consistently demonstrated a 10+:1 return on investment on state dollars. What would happen if the state invested an additional $2-3M in IHV vaccine research, towards obtaining some of the $533M of 2005 Vaccine Research funding? If our ROI holds, these funds could result in a significant return to the state, and system.
VI. Summary Additional Perspective The IHV is uniquely positioned towards solving mankind’s greatest problem… …while serving patients and doing cutting edge science within the University of Maryland.
