ELO Data Collection Background The Texas Legislature created the ELO Council in 2013 to: • Study issues concerning expanded learning opportunities for this state's public school students • Make recommendations to address identified issues The ELO Council published two reports. • Reports published in 2014 and 2016 • Next report due November 1, 2018 8/30/20182
ELO Council StatutoryCharge and Topics • Charge: Analyze the availability of unmet needs for state and local programs for expanded learning opportunities for public school students. In doing so, The council shall focus on innovative, hands-on learning approaches that complement rather than replicate the regular school curriculum • Incentives for businesses to support ELO • Charitable support for public and private partnerships • Opportunities to promote STEM • Future workforce needs • Research and best practices 8/30/20183
Recommendations: Priorities 16-17 Biennium • Expand access to high-quality ELO programs by funding ELO programs • Make high-quality resources available • Strengthen statewide leadership and coordination • Identify program characteristics that have the most impact on students, including academic achievement, character development, workforce readiness, economic development, and assistance to working families 8/30/20184
Texas Education Code42.006 (a-2) The commissioner by rule shall require each school district and open-enrollment charter school to report through the Public Education Information Management System information for each campus of the district or school regarding: • (1) the availability of expanded learning opportunities as described by Section 33.252; and • (2) the number of students participating in each of the categories of expanded learning opportunities listed under Section 33.252(b). 8/30/20185 Footer
Statutory Definition of ELO TEC Section 33.252. Expanded Learning Opportunities. • Expanded learning opportunities may be provided during: • (1) an extended school day; • (2) an extended school year; or • structured learning programs outside of the regular school day, including before- and after-school programs and summer programs. • Expanded learning opportunities may be provided by offering: • (1) rigorous coursework; • (2) mentoring; • (3) tutoring; • (4) physical activity; • (5) academic support; or • (6) educational enrichment in one or more subjects, including fine arts, civic engagement, science, technology, engineering, and mathematics. 8/30/20186
