  2. AN OVERVIEW Bamenda is a City Council under a Government Delegate, and is made up of 3 Sub Divisional Councils of Bamenda I, II & III governed by elected mayors. As per provisions of the 2004 laws on decentralisation, the Government Delegate is the mayor of the city. Bamenda is the administrative seat of the North West Region of Cameroon. North West Region with apopulation of 1,728,953 is one of the 10 regions of Cameroon whose total population is projected at 20million from the 2005 census. With annual growth rate of 4.9%, Bamenda City, covering a total landmass of 1076km2 is today projected to accommodate a population of over 650,000 inhabitants spread over 7 villages. This is approximately 18.6% of the total population of North West Region. Sisia project area found in Bamenda III sub council has a total area of 1,742ha and population of 16800 inhabitants which is 0.03% of the City council population.

  4. SYSTEM OF GOVERNMENT Cameroon is a secular and democratic state, made up of 10 regions which are administered by Governors appointed by the Head of State. Each region is again subdivided into Divisions, where the country has 58 divisions headed by Senior Divisional officers, and under them, smaller administrative units of Sub divisions headed by Sub Divisional officers. The country has 14 City Councils with appointed Government Delegates as city managers. These city councils are agglomerations of sub divisional councils as per the 2004 laws on decentrilisation. They work together with elected mayors of the sub councils for purpose of urban management. The mayors are automatically members of the City board of councilors drawn from the sub divisional councils to form the deliberative organ of the City councils. The government Delegates and elected mayors exercise administrative powers which are regulated by elected councilors and supervised by Senior Divisional officers. Urban management as per the 2004 law on Town planning and laws on decentrilisation is under the Government Delegates and Mayors. They receive technical assistance from de-concentrated services of the state; among which are Housing and Urban Development (MINHDU), Environment and nature protection (MINEPDEP), Water and Energy (MINEE), Forestry and Wild life (MINFOF) & Land Tenure, Surveys and State property (MINDCAF) on issues related to Planning, climate change and resilience.

CHARACTERISTICS 0F PROJECT AREA • Sisia climate change and resilience project of Bamenda city is located within Bamenda III sub divisional council area and has the Following characteristics: • Slump situation with PSUP project in its third phase. • Rapid urbanization with population that has quadrupled between 1975 and 2013 • Rapid environmental degradation with sporadic landslides in upper neighbourhoods due to intense human activities. This even covered houses some years back, resulting to deaths. • House found on ecological fragile zone of the escarpment with negative outcomes. • Continuous depletion of forest, replacement of water yielding trees with Eucalyptus leading to drying water sources as outcomes.

MAIN CHALLENGES OF CLIMATE CHANGE AND RESILIENCE IN SISIA • The main challenges of climate change and resilience in Sisia include: • Combating invasion of the protected ecological zone of the escarpment as landslides have led to deaths here • Environmental protection as continuous cutting down of the forest and intense human activities has exposed the area to landslides. • Protection of the water catchment areas. These are experiencing lower water yields from the springs sources. • Populations have resorted to doubtful water sources. • Poor linkages of neighbourhoods due to collapsing crossings and floods of households at lower parts of Sisia • Limited quality manpower to carry out development control of the area. Hence invasion of protected areas mapped out in the planning documents has continued up till today.

  12. CLIMATE CHANGE EFFECTS UP AND DOWN STREAM

  13. MITIGATING AND ADAPTATION MEASURES • These include : • Legislation to prohibit development on the ecological fragile zone of the city. (Master Plan, Landuse Plan) • Demarcation of limits of land permissible for habitation within the upper end of the escarpment and further studies for resettlement of those found above the red line. • Identification of all water sources here and development of projects for protection with UN Habitat guide • Empowering the Sisia Supervisory committee (SSC) through a Municipal Order to serve as watchdog and report any negative activities by the inhabitants on the environment • Encouraging community efforts to construct wooden bridges and also free the drainage channels to abate floods • Involving the population to fully participate in the identification of their problems so that they can together fine lasting solutions to them. Priorities 1& 2 of the identified problems fell within climate change components and the need to build resilience.
