Rule Background Reasonable Available Control Technology (RACT) • RACT rules are required by the Federal Clean Air Act and are technology based air pollution standards applicable to specific types of facilities • RACT rules to control volatile organic compounds (VOCs) must be promulgated when an area is designated nonattainment for ozone • Part 1 Lithographic Printing RACT -NR 422.142 • VOC RACT Rule for 1979 Ozone standard • Part 2 Lithographic Printing RACT - NR 422.143 • VOC RACT Rule for 1997 Ozone standard AGENDA ITEM # 2A2 Kristin Hart – Air Permit and Stationary Source Modeling Section Chief

Goals of Rule Revision Considering input from stakeholders, a rule scope was developed to address the following • Simplify and clarify rule applicability • Most printing facilities are subject to both Parts 1 and 2. Parts are similar, but not identical • Address other stakeholder concerns • Address inconsistencies in definitions • Clarify control device requirements • Address stack testing frequency for small printers AGENDA ITEM # 2A2 Kristin Hart – Air Permit and Stationary Source Modeling Section Chief
Summary of Revisions • Simplified and clarified applicability • Existing printers in Manitowoc and Kewaunee are subject to Part 1 only • Existing printers in remaining 7 counties are subject to Part 2 only • Any new printer locating in the 9 county area is subject to Part 2 only • Any printer in a future nonattainment area will be subject to Part 2 only AGENDA ITEM # 2A2 Kristin Hart – Air Permit and Stationary Source Modeling Section Chief
