Parish Share Diocesan Synod June 2014 Stephen Marriott
The motion Woking Parish Share Motion – Passed on Tues 22 October 2013 “This Deanery Synod • Welcomes the recognition by the Bishop’s Council of the need for a strategy for growth in Guildford Diocese, and the work already done in this area; • Notes the local investment by parishes in this deanery in order to achieve and sustain growth in line with the Diocesan Common Purpose; c) Expresses its concern that growing parishes are asked for increasing levels of parish share which do not take account of their need to invest locally for further growth; • Calls on the Diocesan Synod to ask the Bishop’s Council to work with the new Bishop to ensure the parish share system is in line with the Diocesan Common Purpose and promotes rather than penalises growth.” • Motivation is growth
Types of parish share • Cost plus – like ours – formula • Offer – what each parish thinks it can afford • Potential – deprivation or assumed income of the parishioners • Deanery share • An outline of our system is on the order paper (detail on the website)
Regular comments • We can’t afford it • Elderly parishioners on fixed incomes • Young families with high mortgages • Growing and new members have not yet started to give • If only the centre cut back
Could we be giving more? most deprived least deprived
Parish share: We must not confuse concern about the size (or ingredients) of the pie with concern about the way we slice it £10.9million Too big or too small? Our slice is too big?
Regular comments • The system penalises small parishes with high PS / member – the range is £300-£1,000 • But after taking into account the other people large parishes employ – it evens out
Regular comments • The system penalises growing parishes who can’t afford to employ the necessary people • But large parishes tend to have more staff per member than small parishes • Sample of larger and small parishes • One staff member per 54 for large parish • One staff member per 76 for small parish
Comparison with other dioceses Guildford has the highest reliance on parish share of all dioceses, 83% v national average 64% (lowest 49%)
An option? • Deanery share this allows local conversations and local adjustments – through finance there is discussion about mission Otherwise it is one to 163

Issue is Growth • Diocesan Common Purpose • Growth in Spiritual Maturity • Growth in Numbers • Growth in Community Engagement
Issue is Growth Approx. • 1/3 Parishes growing • 1/3 Static • 1/3 Declining
Issue is Growth Guildford Diocese experiencing slow persistent decline.
Issue is Growth Guildford Diocese experiencing slow persistent decline.
Issue is Growth Question: Does our Share formula aid or hinder growth?
Issue is Growth What happens if you support this motion? • A review • Timed with new bishop • As growth strategy develops
Reasons why it doesn’t aid growth Church grows by 10% • Needs 10% more resources • Expect income to rise by 10%
Reasons why it doesn’t aid growth Growing churches need more resources to sustain growth BUT Growth leads to disproportionate increase in share especially with background of decline.
Reasons why it doesn’t aid growth • Outcome = growth is hindered because resources don’t match growth. • 1% floor introduced to minimise this.
Reasons why it doesn’t aid growth 20 parishes see increase of 10% or more 39 parishes see decrease = -£51k Average decrease -2.1% In total, 113 parishes see increase = £388k Average increase +5.4%
Reasons why it doesn’t aid growth 37 parishes capped at 5.5% 39 parishes see no change
Reasons why it doesn’t All churches have seasons of growth and decline. In decline, need to realign resources to turn decline into growth. The 0-1% floor pushes churches into further decline.
The issue is growth! Conclusion • “Collection rates are high, finances are good”BUT we are declining! • Growth is paramount • Motion asks for a specific review i.e. “Does the share promote growth?” • Diocesan objectives focus on diocese, need to think ‘parishes’ • Effort & time – Yes!
