  2. Municipal Grant Program • Funded by CDBG • Administered by the Department of Development • Annual competitive funding cycle • Anticipate $1.1 million for 2009 • Historically fund 9 – 11 projects

  3. Municipal Grant Applications • Complete applications must be submitted in a 2-inch 3 ring binder by noon on Friday November 14, 2008 • Urban County communities may apply in either or both tiers. No more than 2 applications • ALL Eligible projects must meet a HUD National Objective

  4. HUD National Objectives • Benefit Low to Moderate Income Persons • Limited Clientele • Permanent Jobs • Geographic Area • Aid in the Prevention or Elimination of Slums or Blight • Meet other Urgent Community Need • Section 1 pages 3-9 of manual

  5. Tier 1 • Maximum of $325,000 in CDBG funding • Recipients are ineligible to apply for Tier 1 funding for 3 years (eligible in 2013) • Applications scored on a 100 point scale • Most competitive applications will be those that serve both a low to moderate income group AND address an issue of an improvement target area (ITA)

  6. Tier 2 • Maximum of $100,000 in CDBG funding • Applications scored on an 80 point scale • Eligible projects must meet ONE National Objective • Applicant may choose either Low Moderate Income Benefit OR Improvement Target Area benefit • Residential improvements are not eligible • Programming is not eligible

  7. Eligible CDBG Projects • Acquisition of Real Property • Disposition of Property • Public Facilities & Improvements • Removal of Architectural Barriers • Rehabilitation & Preservation • Economic Development • Planning Section 1 pages 4-5 of the manual

  8. Ineligible Activities • Building used for the general conduct of government • Government expenses • Purchase of construction equipment • Street repair • Political activities Section 1 page 3 of the manual

  9. Planning Grants • Up to $30,000 per community • Application scored on a 55 point scale • Eligible Planning Grants: • Master Plan • National Register Application Services • Redevelopment Feasibility Study • Certified Local Government Services Section 5 of manual

  20. Parks and Playground Initiative • Eligible communities: LMI higher than 41% of the total population • Maximum of $35,000 in CDBG funding • Applications available December 1, 2008 • Applications due February 12, 2009
