The PV STEMNET is a network of schools, higher education institutions, and industry organizations working together to improve STEM education. This document provides an overview of the network, its summer programs, evaluation plan, and structure of the steering committee.

The Pioneer Valley PreK-16 Science, Technology, Engineering and Mathematics (STEM)Education Regional Network The PV STEMNET is a network of schools, institutions of higher education, other formal and informal educational organizations, and industry. It was established with funding from the Massachusetts Board of Higher Education with the following purpose: "The purpose of the Pipeline Fund is “to increase the number of Massachusetts students who participate in programs that support careers in fields related to mathematics, science, technology, and engineering…to increase the number of qualified mathematics, technology, engineering and science teachers in the Commonwealth and to improve the mathematics, technology, engineering andscience educational offerings available in public and private schools.” [Chapter 141 of the Acts of 2003, Section 13, paragraph (c)]

Steering Committee Structure and operation
Role: Represent all stakeholders; Approve Strategy; Evaluate / disseminate results of projects; Provide technical assistance; Promote new STEM policies. PV STEMNET Advisory Board UMass Amherst Administration Project Management Role: Represent broad stakeholders’ priorities; Provide oversight and Resource for projects, Develop Strategy. PV STEMNET Steering Committee Role: Planning and organizing all activities; Administrative and management resource to the Committee and the Council; Support implementation of projects; Organize Summits (?) and coordinate fund-raising. Projects Role: Execute specific project related to STEM. Pioneer Valley STEM Stakeholders
Purpose of the Steering Committee • The primary function of the PV STEMNET Steering Committee is to represent all stakeholders and take responsibility for the achievement of outcomes of the program • The Steering Committee will provide for: • Diverse representation in the Network’s leadership • Participatory management among K-12, higher education and employers • Collaborative decision-making process along shared priorities • Multi-year vision for the role of the network in the region through the development of a Network Strategic Plan, and • Sustainability/institutionalization of the network upon conclusion of BHE funding
Steering Committee Tasks • Monitor and review of the program (STEM educational contents, schedule and budget) at regular Steering Committee meetings • Provide assistance to the educational projects when required • Adapt and modify program and educational projects as emergent issues force changes, ensuring that scope is aligned with the BHE requirements and objectives of key stakeholder groups • Agree on regional priorities for STEM education and establish long term strategic plans • Accept and approve program deliverables • Grow the network and look for additional funding opportunities • Develop Advisory Board • Others?

PV STEMNET Advisory Board MISSION • The PV STEMNET Advisory Board provides a forum for effective communication and information sharing. Its primary purpose is to give advice and make recommendations to the Lead Partner and the Steering Committee on all programmatic and strategic issues related to achieving the goals of the network. • The Advisory Board has a dual role: an internal role to assist in and advise on the developments that take place within PV STEMNET, and an external role to liaise with the broad stakeholder community. • For the purpose of the Board of Higher Education grant, the Advisory Board will approve two deliverables: • PV STEMNET sustainability plan (strategic plan) • Evaluation report
PV STEMNET Advisory Board Internal Role • The Advisory Board is the primary source of expertise that can be drawn upon to lead PV STEMNET activities and provide support to long term and new STEM initiatives. • It has an important role in reviewing activities of PV STEMNET and maintaining a sustained focus on its goals and priorities. This role puts specific emphasis on recognizing and signaling potential conflicts between activities, suggesting specific coordination between groups, and proposing specific contacts with individuals, groups or organization outside the network. • The Advisory Board advises the Steering Committee on all program and strategic deliverables and will support new opportunities (proposals/programs) relevant to the mission of the network.
PV STEMNET Advisory Board External Role • Advisory Board members will look for ways to sustain the network and act as ambassadors of PV STEMNET. • Members will: • Assist in successful proposals for follow-up and new funding sources. • Maintain links among stakeholders in the network, community and the State. • Ensure effective liaisons with non-member institutions and agencies. • Serve as a voice of the Network constituents to raise issues within PV STEMENT. • Assist in communicating the results of the Network activities back to the larger community and state agencies.
PV STEMNET Advisory Board Operation • The Advisory Board is a select group of approximately 60 regional stakeholders who represent academic institutions, school districts, industry, public and government agencies. Steering Committee members are members of the Advisory Board. • The Advisory Board operates by email list, face-to-face meetings on a semi-annual basis, and at additional meetings as might be deemed necessary by the Steering Committee. • The Advisory Board has no formal voting procedures and operates on a principle of consultation, striving towards consensus. • Special situations necessary for Advisory Board involvement (funding opportunities, policy intervention, etc.) will be coordinated by the Steering Committee or lead partner.
