Background 3/4 • Senegal context : • Political will developed for several years • SWP since 2002, with government’s support • Clear options of Water policy: focused on WR development and promotion of Sanitation • Two ministries (Sanitation and Hydraulic ) • Strengthening our willingness of cooperation with other countriesin the framework of OMVS (senegal RBO) and OMVG (Gambia RBO)
Background 4/4 • Senegal context : main water problems • Water Quality: particularly for Groundwater, risks of pollution in Surface Water by agro-industry, • gaps in sanitation • High Running Costs because of obligation to use groundwater from deep aquifers • Maintenance / renewal of Hydraulical Infrastructures: no financial capacity for critical invests

Next • Prepare all structures to be effective in the Implementation phase (IWRM Plan is not an end itself) • SWP: role to play in: • Training sector • Conflict resolution system between users • Mission of prevention beside national and local authorities • Provide to governmental Institutions advice and opinion about policies
Lessons To involve maximum of people .. And give means for doing that (ex : Wolof language) • Do not forget that the objective is the implementation not the Plan itself (L Term) • To get very early the political will (takes time) • To imply Donors during the planning phase • To be able to reply to the expectation from population, which ”WE” have created • Awareness that it is Long term process
