    14. Panay River Flood Control (Phase I Project)

    15. The Phase I Project The objective of the Phase I Project is to protect people’s living and economy of Capiz Province against floods. As the inundation area in the Panay River Basin is very wide (about 320 km2) and affected people is many (about 220,000 people), flood control is to be conducted by stage-wise manner from downstream area to upstream area. The structural measures of Phase I Project will mitigate about 80 % of flood damage caused by flood with 25-year Return Period by constructing Cogon-Hamulauon Floodway. Rest of the 20 % of flood damage can be mitigated by river improvement in the downstream reach to be conducted in future stage. The non-structural measures of Phase I Project will be Flood Forecasting and Warning System covering the whole Panay River Basin to facilitate operation of the Floodway as well as ensure safety of people in the flood risk areas in the downstream to upstream reaches of the Panay River Basin.

    16. Alternative Study on the Structural Measures

    17. Structural Measures: Alternatives For structural measures to protect downstream area against floods, three alternatives were studied. Design flood is 25-year Flood: with design discharge at Panitan Town of 1850 m3/sec. As the results of the alternative study, Cogon-Hamulauon Floodway with river improvement of the Panay-Pontevedra River was selected due to the lowest cost (see next page).

Structural Measures of Phase-I Project Among the Alternative II for protecting the downstream area (about 160 km2 downstream from Panitan Town) against floods, Cogon-Hamulauon Floodway is proposed as the first stage implementation as the Phase-I Project. By Cogon-Hamulauon Floodway, flood with 14-year return period can be safely discharged to the sea without inundation in the downstream area. In case of occurrence of flood with the design flood of 25-year return period, about 80 % of flood damage in the downstream area can be reduced. The rest of 20 % of flood damage in the downstream area will be reduced by conducting improvement of the Panay-Pontevedra River (downstream from Panitan Town) in the future stage.
