  3. Outreach Task Force

  4. Task Force Accomplishments: • Objective: To develop preapproved fact sheets and corresponding PowerPoint presentations in a standardized format on key topics for public outreach and education. • Updated Fact Sheets: • Places of Refuge • Derelict Vessels • Contingency and Response Planning • SCAT • Overview of NWAC/RRT • Impacts of Oil on Wildlife • Dispersants • PowerPoint template for fact sheet presentations.

  5. Task Force Next Steps: • Steering Committee is conducting final revision of fact sheets, which will subsequently be posted on the public RRT/NWAC website. • PPT presentations that correspond to the fact sheets will be completed and posted to RRT/NWAC site.

  6. In Situ Burn Update In Situ Burn Policy/Plan

Task Force Accomplishments: • Began adoption of R4 ISB template for R10 Update – needs additional work • Added contact info for local air agencies • Separated ISB Policy from ISB Operational and Planning Documents • Refined ISB Decision Flow Chart to map out procedures • Updated Health Standards to include PM 2.5 and monitoring protocols – needs additional work • Clarified roles of other agencies with decision making authorities (and developed contact information)

  8. Task Force Obstacles/ Recommended Next Steps: • Complete adoption and revision of EPA R4 In Situ Burn template. • Clarify worker health and safety vs public health issues • Vet policy through NW Area Committee and Regional Response Team

  9. 2013 SCAT Task Force-Pre-Segmentation

  10. Task Force Accomplishments: • TF has outlined a series of goals and end state for pre-segmenting coastal shorelines for use in SCAT programs. • TF has also started outlining data management scheme for optimally housing and using this data during responses.

Task Force Obstacles/ Recommended Next Steps: • TF developed outline and concept for a one-day SCAT segmentation workshop to develop a protocol for how to segment shorelines. • Workshop GOAL: TF members to agree on a process then each would take sections of available shoreline to segment, following these guidelines after the workshop. • Task Force members were unable to find a compatible date to allow enough participants to result in a productive workshop within Task Force time frame. • This work is not technically tied to the NWACP update revision cycle time bars, so interested members may hold the one-day workshop outside of the Task Force cycle.

  13. Task Force Accomplishments: • SCAT Process Tool completed • Widely circulated and commented on • Represents best practices from regulators, trustees, industry and consultants • Strategy of being inclusive and avoiding policy assisted with consensus • Will be included in 2014 NWACP

Task Force Accomplishments: • Work product is Issue Paper including five major findings/topic areas: • Crude Oil (including Oil Sands Products and Bakken Crude Oil) • Coal • Residual Fuel Oil • Liquid Natural Gas • Biodiesel, Synthetic Fuels • Broken down by, Definition, Characteristics, Transportation Picture and Response Strategies with Recommendations and Conclusions.

  16. Task Force Obstacles/ Recommended Next Steps: • Final paper completed. • Some sections were referenced/included in 2014 NWACP revision

  18. Task Force Accomplishments: • Identified critical type of info needed for an ICP • Developed template for compiling this info • Specific potential ICPs identified • TF members gathering ICP info to fit in template

  19. Task Force Obstacles/ Recommended Next Steps: • Task Force was unable to complete products for inclusion in 2014 NWACP in time for the established time bars and deadlines.

  21. Task Force Accomplishments: Updates to the Wildlife Response Plan (Chapter 9931) • Personnel tables updated • Added position descriptions • Added monitoring and general response information for marine mammals in Washington and Oregon

  22. Endangered Species Act:Defining the Scope of Work

Task Force Accomplishments: • A template SOW outlining the required contents of a BA • Based on Alaska SOW • Updated list of ESA listed species/critical habitat for the NWACP area (informal request at this point) • Suggestion and outline of method to incorporate the 2003 BO into the current NWACP (note: BO was NMFS only)

Task Force Obstacles/ Recommended Next Steps: • Incorporate the 2003 BO into the current NWACP prior to initiating consultation • How to incorporate the requirement that there be a listing of when listed species are present throughout the year in the area the GRP covers? • Addressing annual reporting requirements that are not currently followed

New Response Tools • 9312: Oil Spill Marine Mammal Resources • Logistics tables for personnel and resources needed for protecting and handling marine mammals • 9313: Wildlife Branch Position Descriptions • Defines responsibilities and required training for 24 distinct roles in the Wildlife Branch • 9407: In Situ Burn Response Tool • Added decision flowchart, preliminary feasibility analysis, In Situ Burn Application and contact information for local air agencies in WA and OR

New Response Tools, cont. • 9408: Resources At Risk • Provides step by step guidance for completing the ICS-232 Form. • 9411: Decanting Response Tool • This content was pulled from Chapter 4000 • 9421: Shoreline Cleanup and Assessment (SCAT) Response Tools • Provides Job Aid for establishing a SCAT Program and a SCAT Workplan Template

Updated Content/Policies in NWACP • 2211: WA State Naming Convention for incidents – languagestill to be finalized • Decision Makers: WA ECY, USCG FOSCs (COTP SPS and SCR), and Lead FOSC EPA. • 2212: Expectation that spillers will specifically report group 5 oils • 2231: Safety Officers shall consider diver safety when needed for sinking oils • 2232: Safety Officers shall take special notice of flammability when responding to spills of Bakken Crude

  29. Updated Content/Policies in NWACP, cont. • 3522: Added list of BMPs for oils that may sink • 3523: Added cautionary note about the flammability of Bakken Crude • 3600: Moved Tribal Contact information into 9106: Response Partners and Contacts • 4234: Clarified purpose of Resources At Risk assessment and where some data for could be found

Updated Content/Policies in NWACP, cont. • 4619: Added new ISB flowchart and updated notification requirements for ISB in or near Idaho • 4650: Clarified Decanting Policy to specifically exclude decanting from nearshore operations as a pre-approved activity • 9310: Added marine mammal response guidance and developed a more complete list that describes personnel needs for various response levels.

General Improvements to NWACP • All phone numbers and internet addresses verified • Thorough review for terminology by IDEQ and SCR Marine Firefighting community • Continued effort to implement ACP revisioning strategy from 2011 • Chapters 4000, 5000, and 6000 done this year • Chapter 3000 is only remaining chapter • Standardized format for Response Tools

  33. 2013 (3rd) Annual NWACP Summit Thank you for participating in the 3rd Annual Northwest Area Contingency Plan (NWACP) Summit on December 10, 2013. The summit has three goals: • To Identify and prioritize updates for the 2015 Northwest Area Contingency Plan (NWACP) or issues that need to be address by the NWAC, • To identify groups willing to volunteer to coordinate task forces that will work on the high priority plan updates or issues, • To identify policies or plans that need to be exercised. Summit Recommendations  Final Task Force Selection • 13 DEC - Steering Committee digests results and provides cleaned up list to Execs • 18 DEC - Each Exec “ranks” their top 10 TFs, determines which TF they would lead, which they would provide a body for and whether their agency would do regardless of NWAC action. Would Exec Members like a conference call? • 13(?) JAN - Final decision will be made by NWAC Chairs/Vice-Chairs: FOSC and SOSC agencies (EPA, CG SPS, CG SCR, ODEQ, Ecology, IDEQ/IDBHS) • Set date for conference call second week of January • 20 JAN – Steering Committee empowers 2014 TFs
