Marshall was officially recognized by the Minnesota Pollution Control Agency as a “Step One GreenStep City” on April 26, 2012. • A Marshall GreenStep Business Recognition program was established in January 2013. • A "Step 2 GreenStep City Award" was presented to the City of Marshall on June 20, 2013. • To reach our goal of becoming a “Step 3 GreenStep City” by 2016, Marshall must meet 16 of the 28 Best Practices.
The City of Marshall submitted an application for a Minnesota GreenCorps member in May 2013. • Melinda Kawalek was appointed to work with City staff and the Marshall GreenStep committee in September 2013. • Melinda has been working on several goals since September. The most recent goal is to: Develop a Best Management Practice (BMP) to prevent the build-up of plastic bags and other materials that litter the fences, ditches and waterways in Marshall.
Possible sources of the litterfor the lot being studied • Lyon County residential recycling center • Uncovered commercial recycling and garbage bins • Outdoor gardening center packaging • Plastic bags and flyers blowing from shopping carts • Litter blowing from cars in the parking lot • Intentional littering by passerby's • Uncovered residential recycling and garbage bins • Other?
Next Steps • The Marshall GreenStep Committee requests that the Marshall City Council approve of the formation of a task force (including the Chamber of Commerce, private businesses and landowners) to develop and implement a Best Management Practice to reduce (eliminate) the blowing of litter into the lots near Pizza Ranch and Menards.
