Preparation Work • Become a registered Demand Response Provider (DRP) • With SDG&E – DRP Agreement 144-0821 • http://www.sdge.com/rates-regulations/current-and-effective-tariffs/electric-tariff-book-sample-forms • With California Public Utilities Commission (CPUC) • http://www.cpuc.ca.gov/General.aspx?id=6306 • Become a registered SDG&E Green Button Connect My Data Third Party (automated data transfer via NAESB ESPI file format) • DRP completes and submits application: https://www.sdge.com/webform/12616/green-button-connect • Required components: • Taxpayer Identification Number (TIN) • Terms of Use • Connectivity Testing Green Button Connect Third Party Guide provides the technical information along with sample files that will be provided
High Level Process • CISR-DRP Form • Completed form includes customer signature • Average processing time: about 5 business days
Roles and Responsibilities • Customers • Complete, accurate, and verifiable customer Information • Signature to acknowledge the terms and conditions of the entire form • E-signature accepted in the appropriate sections • Check appropriate boxes (authorize orrevoke) • Demand Response Providers (DRPs) • Complete DRP information required, including signatures • DRP’s obligation to ensure the customer has disenrolled from SDG&E’s event-based DR program before placing the customer service account in the registration for the same period (Electric Rule 32 C.2.d. Dual Participation) • Registration submittal and maintenance • San Diego Gas & Electric • Review and validate the CISR-DRP forms • Manage data transfer and communication with DRPs • Review the CAISO registrations • Automatically disenroll Critical Peaking Pricing customers from the applicable rates
CISR-DRP Form 144-0820 • With the exception of “Title” for residential customers, all customer and DRP fields are mandatory. • Processor uses discretion in the validation of the customer name and address; • Signature of the representative with authority for commercial customers;
CISR-DRP Form 144-0820 (Conti.) • Accurate service address, service city, and account number required • Meter interval change authorization by the customer • In case of reprogramming, SDG&E will act on the earlier date of • Email request for reprogramming by the 1st DRP, or • 1st DRP’s registration including the residential customer
CISR-DRP Form 144-0820 (Conti.) • Timeframe of Authorization • If the customer selects the 3rd option in C. Timeframe of Authorization, the customer signature is required for Section I. Customer Authorization to Allow DRP(s) to Revoke Authorization
Current CISR-DRP Processing • Highly manual for the current Initial Implementation Stage • Automation in progress for the Intermediate Implementation Stage • Continue to maintain the manual submittal process • CISR-DRP Form • Scanned copies of CISR-DRP emailed: • Direct email to SDG&E processing team, or • Secure approach through Electronic Data Transfer (EDT) • E-signatures along with authentication documents • Revocation – Meter data access is stopped • Revocation by the customer through CISR-DRP form • Revocation by the DRP who are authorized by the customer through CISR-DRP form
CISR-DRP Rejection Handling • Common Reasons for Rejection • Service Account not found, finaled, or name not matched with owner; • Missing the title for commercial customer signatory, requires company representative with authority to sign on behalf of company • DRP contact information missing or not acceptable to SDG&E • Duplicate CISR-DRP Forms • Listing meter number instead of account number • Account Number does not match address on file • Secure email communication for rejected CISR-DRP • Detailed reasons for rejection communicated to the DRP • As needed, phone discussion or email follow-up with DRP
Manage Data Transfer • Data Transfer • Green Button Connect My Data • One-time historical meter data, and • daily meter interval data – billable interval data • CISR-DRP Form Data through EDT email system • Interval meter • Unique UUID based on SDG&E’s account – the same for all customer authorized DRPs • Frequency for updating as changes occur • Triggers for updating – LSE change, finaled, account # changed, etc. • Data flow cancellation notifications through Green Button
CAISO Market Registration Review • Two CAISO Systems • Demand Response System (DRS) • Demand Response Registration System (DRRS) • SDG&E acts as Load Serving Entity (LSE) and/or Utility Distribution Company (UDC) • 10-days review window • Review with Findings – high level explanation provided in the system • Review without Findings – good to go • SDG&E’s obligation to make sure dual participation rules are followed • Have to meet the timing requirement of the dual participation rules • Prefer to receive notification when registration is submitted by DRP for CAISO approval
