Project Purpose • Evaluate recreation needs, market demand, site opportunities & constraints • Determine the park program that will fit on the site • Determine the capital, long term operations and maintenance costs • Determine a funding source for park operations and maintenance • Create a master plan for the park and create a viable development scenario

Recreation Needs Summary • San Clemente’s population is aging, so new recreation facilities will be needed to serve all ages • All sports groups & gym users (about 12% of pop.) need more facilities to continue their programs • San Clemente recreation facilities are at 100% reserved usage during prime time hours, and well-used during other hours
