LAAs the beginning…. • LAAs announced in July 2004 • 3 year agreement setting out the priorities for a local area • Agreed between central government, local authority and local strategic partnership
Main purpose: “to deliver better outcomes for local people” And • Improve public services • Improve central/local relations • Enhance efficiency • Strengthen partnership working
The story so far… • LAAs introduced in 3 rounds starting in 2005 with 21 pilots • April 2007 all top tier authorities have an LAA • Organised in 4 blocks: • children and young people • healthier communities and older people • safer and stronger communities • economic development and enterprise (from 2nd round)
Funding mainly from area-based initiatives • £500m p.a. of central government grants pooled (20 funding streams) • Government Office role to support, challenge and negotiate
What has been achieved? • LAAs starting to deliver outcome benefits • Main impact – to stimulate stronger partnerships, more joined-up working, consideration of cross-cutting issues But • LAAs still on the edge of mainstream business
What’s new – the future landscape • Stronger local leadership • Stronger citizen voice and more accountable services • LSP develops vision and strategy – Sustainable Community Strategy • LAAs – delivery plan for SCS • LG White Paper moves LAAs ‘from margins to mainstream’
What is the LAA world like? Purpose 2007: “LAAs are about improving local services and increasing economic prosperity for local people” LAAs to tell the story of places
What’s new – LAA arrangements 1 • Single set of up to 35 (improvement) targets • Plus 17 statutory education and early years targets • Targets drawn from national set of around 200 indicators • May set other local targets (monitored by LSP)
What’s new – LAA arrangements 2 • Duty on local authorities and partners to work together to agree priorities and develop and deliver LAA targets • Blocks replaced by 4 themes but… • Checking performance – annual review, new integrated assessment regime - Comprehensive Area Assessment

LAA funding picture • No longer about specific funding for specific targets • Introduction of area-based grant • Wherever possible funds will not be ring-fenced • Use of a variety of mainstream resources and area-based funding • Local decisions on use of resources
What’s happening now? • Refreshing SCS & ‘fit for purpose’ LSPs • Telling our story – strong evidence base, linking context/place to top priorities • Priorities as basis for mixture of improvement and aspirational targets • Cross-cutting approach – outside the silos, narrowing the gap, tackling inequalities • Discussions with GO – sign-off June 2008
Opportunities and challenges • Increasing levels of mainstream activity through partnership route • Partnership activity increasingly subject to external scrutiny and performance management • LSP/LAA/SCS language now appearing in SHA documents
