Question • When is a categorical industrial user (CIU) not a significant industrial user (SIU)?
Optional Provisions for Categorical Industrial Users (CIUs) • Non-significant categorical industrial user (NSCIU) • Reduced reporting or “Mid-Tier” categorical industrial user • Optional and must be adopted in sewer use ordinance (SUO).
Optional Provisions for NSCIU • To qualify as a non-significant categorical industrial user (NSCIU): • The industrial user must discharge 100 gallons, or less, per day of total categorical wastewater. • The industrial user must have consistently complied with all applicable categorical pretreatment standards and requirements.
Optional Provisions for NSCIU • The industrial user must submit the annual certification statement required in subsection 62-625.600(17), F.A.C., with any additional information necessary to support the certification statement. • The industrial user must never discharge any untreated categorical process wastewater. • The optional NSCIU requirements can be found in 62-625.200(14), F.A.C.
Optional Provisions for “Mid Tier” CIUs • To qualify for reduced monitoring as a “Mid Tier” CIU the discharge of categorical wastewater may not exceed the following: • 0.01 percent of • the design dry weather hydraulic capacity of the POTW, or 5,000 gpd, whichever is smaller; • the design dry weather organic treatment capacity of the POTW; and • the maximum allowable headworks loading for any pollutant for which approved local limits were developed by a POTW
Optional Provisions for “Mid Tier” CIUs • The optional “Mid Tier” CIU requirements can be found in 62-625.600(4)(d), F.A.C.

Reporting Optional Categorical Industrial Users (CIUs) • If your pretreatment program has classified any NSCIUs: • For annual reports (ARs) and inspection forms NSCIUs count as CIUs. • For ARs and inspection forms NSCIUs do not count as significant industrial users (SIUs). • If your pretreatment program has granted the reduced reporting for any CIUs: • For ARs and inspection forms count each “Mid Tier” CIU as both a CIU and as a SIU .
