II. WMS Assignment: Review WSL Definition WMS assigned ETWG to reconsider the current definition of Wholesale Storage Load (WSL) as defined by the recently adopted NPRR 461. • Should the WSL definition include a finite list of eligible technologies or there is better way to craft the definition? • Should the WSL definition (or list of eligible technologies) remain in the Protocols or it better placed in an Other Binding Document?
II. WMS Assignment: ETWG Recommendation ETWG recommends the WSL definition remain in the Protocols and that it retain the eligible technologies clarity requested by ERCOT. ETWG seeks WMS endorsement to proceed with redefining WSL-eligible technologies by criteria, rather than by name in a list. • This approach may take some time to resolve. • No guarantee that we can craft suitably refined criteria given our limited experience with energy storage technologies. • At the same time, ETWG will consider whether thermal storage associated with turbine inlet cooling technologies should be a WSL-eligible technology. • ETWG notes the list of eligible technologies can be amended by NPRR while we work on a more suitable, criteria-based definition.
III. Next ETWG Meeting Feb. 18 • Presentation on thermal energy storage technologies associated with turbine inlet cooling and discussion of possible inclusion into WSL definition, either by list or criteria. • Work on draft NPRR with revised approach to establishing “caps and floors” for Compressed Air Energy Storage resources. • Update from ERCOT on Fast Response Regulation Service (FRRS) pilot program launch
