I. FRRS Pilot Update • Fast Response Regulation Service Pilot began Feb. 25 and is scheduled to run through August 23. ERCOT is scheduled to issue a preliminary report on July 1. • At pilot launch, there were 32 MW FRRS Up and 30 MW FRRS Down qualified to participate. • An additional 1 MW FRRS Up and Down began participating on March 16.

FRRS Pilot Update (cont.) • Initial FRRS Pilot parameters used through March 29 • Band 1 trigger @ 60.03 (High) and 59.97 (Low) • Max deployment time 2 minutes • Modified parameters beginning March 30 • Band 1 trigger @ 60.02 (High) and 59.98 (Low) • Max deployment time 1 minute • Other parameters unchanged • Percentage of resource capacity deployed in each of the 3 deployment steps • Number and duration of the 3 recall steps

II. Draft NPRR amending WSL definition • ETWG requests WMS permission to file NPRR to include thermal energy storage associated with turbine inlet chilling to the list of technologies eligible to receive WSL settlement treatment. • Inclusion of the technology was proposed late during debate on NPRR 461 which created original WSL definition and eligible technologies list. • It was not included at that time but ETWG has since examined the technology in detail and debated the suitability of WSL treatment at its February and March meetings.
II. Draft NPRR amending WSL definition (cont.) • ETWG draft NPRR included in WMS materials along with supporting material describing the technology. • ETWG requests WMS permission to file the NPRR in order to begin the process of broader stakeholder deliberation on the question. • Separately, ETWG will continue its work to improve the WSL definition as previously directed by TAC, ROS, and WMS. But ETWG consensus view is that, due to challenges associated with perfecting the definition, there is no reason to make the inlet chilling storage solution wait on on the long term effort.
