Lessons from the ECOWAS/UEMOA White Paper & its Implementation
The ECOWAS/UEMOA White Paper(adopted Jan.2006) A Regional Energy Access Vision & Objectives Targeting MDGs • Objectives • 100% Access to modern Cooking Fuels (urban and peri-urban) • At least 60% Access to energy for productive uses (ex. motive power, targeting rural areas) • 66% Access to electricity (100% in urban & peri, 36 % rural) • Results Areas by 2015 • Harmonized political and institutional frameworks with access to energy services reflected as national priority for achieving HD • MDG based energy access investment programs • Contribution to regional integration by pooling good practices, sharing information & exchanging experiences to inform practice and guide capacity development interventions
The ECOWAS/UEMOA White Paper • A Regional Action Plan • Action line1: Capacity building (public and private sector actors); • Action line2: Integration of energy access considerations into development plans, formulation and implementation of investment programs to expand energy access (soft loans, grants, private sector investment…); • Action line3: Exchange, promotion and dissemination of best practices (Knowledge generation, Networking & Management); • Action Line4:Promotion of local production of energy goods and services.
Support & Action Areas (Since March, 2006) Capacity Strengthening : technical, planning & institutional capacities for delivery of energy services for; RM & Investment Financing Energy access considerations in PRSPs and Planning Instruments Knowledge Sharing Networking & Management • Promoting Multi-sector dialogue and Establishment of NMG • Champion national process and facilitate the establishment of national energy vision, priorities and national targets on energy accesswithin MDG-based PRSPs • Facilitate formulation of energy access programs • Promote greater alignment between the national priorities and budgetary allocations • Country/Regional level Coordination & Facilitation among development partners to harmonize & bring alignment of their development assistance with national energy access priorities as articulated in national development strategies/ PRS Productive Uses Mechanical power for productive applications (e.g. Multifunctional platforms) • Cooking • Improved cook stoves • LPG (LPG challenge) • Biomass management Other public services, lighting, cooling, etc throughdecentralized small scale renewables (micro hydro, PV, biogas) ) for rural social facilities/household
Some Results Capacity Strengthening : technical, planning & institutional capacities for delivery of energy services for; Energy access considerations in PRSPs and Planning Instruments RM & Investment Financing Knowledge Sharing Networking & Management • Promoting Multi-sector dialogue and Establishment of NMG • NMGs active in at least 7 of the 14 ECOWAS member states • Energy access considerations reflected in MDG-based PRSPs in at least 8 countries • Energy Access programs formulated and in formulation in 4 countries • budget allocations for increased access (Mali & BKF • Country/ Regional level Coordination & Facilitation among development partners to harmonize & bring alignment of their development assistance with national energy access priorities as articulated in national development strategies/ PRS • Continued donor engagement - Grants from ODA ( Bi-lateral, Multilateral sources & Foundations) Resources mobilized for targeted CD support – to be informed by capacity assessments currently underway • Local level service delivery Scaling up of motive power applications Other public services, lighting, cooling, etc through ???decentralized small scale renewables (micro hydro, PV, biogas) ) for rural social facilities/household
